Permitting and design are often considered as separate entities. However, our <br />experience is that design and permitting are so interconnected that the final permitted design often is the <br />construction design. The Cummins Cederberg team has a proven history of implementing projects <br />throughout South Florida utilizing this mindset. By involving regulators and stakeholders from the pre- <br />conception phases all the way through final construction, and working through environmental, property <br />or other concerns at the onset, we can move through the permitting process smoothly <br /> <br />The Cummins Cederberg team is proud of our excellent working relationships with the FDEP, USACE, <br />DERM, FWS, FWC, and NMFS agency staff. The former regulators on our team have a unique <br />understanding of regulations and pride themselves in their ability to prepare comprehensive permit <br />applications and responses to requests for additional information that result in shorter permitting process <br />durations and associated consulting costs. The environmental regulatory agency staff are tasked with <br />enforcing their agency’s rules, while working with applicants to arrive at a permittable project. In southeast <br />Florida, where protecting upland infrastructure is paramount, the nearshore ecological resources must <br />also be protected. It is our job to provide the regulatory agencies with the information they need to verify <br />and document a project’s compliance with the guiding regulations so that agency staff can recommend <br />issuance of a permit. <br /> <br />Benthic Assessment & Monitoring <br />The Cummins Cederberg team of marine biologists includes <br />eight (8) biological divers, six (6) of whom are trained Scientific <br />Divers as per 29 CFR 1910.410 and American Academy of <br />Underwater Sciences (AAUS), all of which have professional <br />experience in conducting hardbottom monitoring surveys. All <br />staff have a minimum of a Bachelor of Science degree in marine <br />biology, five (5) of which have a Master of Science or Master of <br />Professional Science degree in the field of marine science. Our <br />biologists are experts in stony coral, octocoral, and sponge <br />taxonomy. The team is also proficient in the identification of <br />seagrass, algae, and local marine fauna, including ichthyofauna. Cummins Cederberg biologists have <br />conducted benthic monitoring, hardbottom mapping, and mitigation monitoring, as well as seagrass <br />surveys, mapping, and monitoring programs for numerous beach nourishment, inlet/port expansion <br />projects, and marinas including, but not limited to: Manatee County-Anna Maria Island, Town of Longboat <br />Key, Siesta Key, Collier County, North and South Boca Raton, Town of Palm Beach (multiple Reaches, <br />under the Beach Management Agreement), Town of Hillsboro Beach, Broward County Segments II and <br />III, Town of Hollywood, PortMiami, Bakers Haulover Inlet, and Higgs Beach in Key West. Cummins <br />Cederberg most recently conducted benthic and marine resource assessments and mapping for both the <br />U.S. Coast Guard (January 2019) and the U.S. Army Corps of Engineers (October 2019). <br /> <br />Our professional team is highly versed in seagrass and water quality data collection, including: <br />✓ Line-intercept mapping of seagrass beds ✓ Collecting short-shoot data
