Post - Construction Phase <br />• After the Contractor has advised the City Manager, <br />in writing, that they are substantially complete, the <br />FE will review the site work with the City Manager <br />to confirm that the work fulfills the requirements for <br />being substantially complete and generate a punch <br />list. The FE will then conduct the final inspection of the <br />project with the contractor and prepare the punch list <br />report. Once the Contractor has completed the punch <br />list items, the FE will verify the items are complete. <br />• The FE will provide field sketches to assist the Osborn <br />Team in generating Record Drawings that will be <br />delivered to the City Manager. <br />• Simultaneous to the activities above, the FE will <br />work with the City Manager to finalize the project <br />quantities, create a final change order to address any <br />final contract modifications, and assist in creating <br />the final pay application. A balancing change order <br />to address modifications to unit price items may be <br />required. Once the City Manager has concurrence <br />that the project is complete, the FE will issue a written <br />letter, recommending acceptance of the project as <br />complete to the City Manager. <br />The FE, unless directed by the City Manager, shall not: <br />• Authorize any deviation from the Contract Documents <br />or approve any substitute materials or equipment; <br />• Undertake responsibilities of Contractor, subcontractor <br />or contractor's Superintendent; <br />• Expedite work for the Contractor; <br />• Advise on or issue directions relative to any aspect <br />of means, methods, techniques, sequences or <br />procedures of construction unless specifically called <br />for in the Contract Documents; and <br />• Advise on or issue directions to construction safety <br />precautions and programs in connection with the <br />work. <br />RFQ 20-07-01 CONTINUING PROFESSIONAL CONSULTING SERVICES <br />SECTION D - PAGE 17 <br />
