The field engineer (FE) will be involved in three phases; <br />pre -construction, construction and post -construction <br />tasks to ensure continuity throughout the task, or as <br />defined in the scope of work for the task. The typical <br />construction management services to be performed <br />during each phase are as follows: <br />Pre -Construction Phase <br />• Attendance at design review meetings to gain <br />familiarity with the work as the design progresses. <br />• Review safety policies and procedures. <br />• Attend the pre -construction meeting. <br />• Permits - Unless specifically identified in the contract <br />documents, the Contractor will be responsible for <br />obtaining any permits required. <br />Construction Phase <br />This phase will commence with the issuance of the <br />Notice to Proceed bythe City Manager and will extend <br />to the achievement of Substantial Completion by the <br />contractor. <br />• Site Observation - The FE will be responsible for <br />completing daily and weekly observation field reports, <br />as required by the task. <br />Measurements and Calculations - The FE will be <br />responsible for performing measurements and <br />calculations for materials that are incorporated that <br />day. The FE will maintain a file for quantity calculations. <br />The FE will log daily quantities in the field reports. <br />We recommend the City Manager review quantities <br />daily with the Contractor to resolve discrepancies to <br />increase the efficiency of the process of generating <br />the contractor's monthly pay applications. <br />Materials and Tickets - The FE will be responsible <br />for collecting delivery tickets for materials delivered <br />to the site. The FE will be responsible to compare <br />the delivery tickets with corresponding approved <br />submittals to ensure that the materials incorporated <br />are the materials that have been approved. The FE <br />will collect and file the delivery tickets on site and be <br />responsible for tracking the turn -over of the delivery <br />tickets to the City Manager ensuring the Contractor <br />provides the delivery tickets for all material that is <br />incorporated. <br />Monitoring - The FE will observe and document the <br />performance of the Contractor's testing services. <br />The Contractor will be required to forward their test <br />reports to the City Manager for review. The FE will be <br />responsible for communicating the need to schedule <br />any verification testing. <br />Resolution of differing and changed site conditions, <br />claims and extra work - The Contractor will be <br />responsible for informingthe City Manager, in writing, <br />of any issues that the Contractor deems to be a <br />change to the project scope of work or an impact to <br />the approved project schedule and its critical path. <br />If the change issue results in the need for the City <br />Manager to issue a change order, the FE will assist <br />the City Manager in compiling the information for the <br />change order. Once the change order is executed by <br />the City Manager, they will distribute the change order <br />to all involved parties includingthe FE so the work can <br />be monitored to ensure that the scope of the change <br />order is implemented. <br />• Schedule - Prior to starting construction, the <br />Contractor will be responsible for submitting a baseline <br />schedule for review. The schedule will include field <br />activities and the procurement activities for significant <br />components. The City Manager and the FE will review <br />the schedule prior to either approving it or returning <br />it for modification. Once the baseline schedule is <br />approved by the City Manager, the Contractor will be <br />responsible to update it for each progress meeting. <br />The schedule will be reviewed at each progress <br />meeting. If the Contractor fails to maintain progress <br />on the critical path, the Contractor will be responsible <br />to revise the schedule to illustrate how the Contractor <br />will achievethe contract completion dates. If changes, <br />delays or other impacts to the scope of work are <br />encountered, the Contractor will be responsible to <br />incorporate the change issue into the schedule as <br />part of the resolution of the change issue. <br />• Meetinis - The FE will attend the weekly progress <br />meetings. These meetings will be utilized to review and <br />address any issues for specific critical work activities <br />prior to the performance of those activities. <br />• Payments and Reimbursements - The FE will review <br />pay applications from each contractor. We will work <br />with the Contractor to resolve any discrepancies in <br />the recorded quantities completed in order to process <br />each pay application in a timely manner. <br />Stormwater Pollution Prevention Plan Compliance The <br />FE will monitor the Contractor's implementation and <br />maintenance of erosion and sedimentation control <br />BMP's. Deficiencies will be recorded in the field report <br />and discussed at the progress meetings to improve <br />the conditions, if needed. <br />RFQ 20-07-01 CONTINUING PROFESSIONAL CONSULTING SERVICES SECTION D - PAGE 16 <br />
