<br />Mr. Duffoo incorporates more than three decades of lessons learned working as a
<br />consultant and contractor. He brings this expertise in reviewing plans and conducting
<br />constructability reviews. Prior to joining the Castillo Engineering team, Ernie acted as an
<br />estimator/project manager on private and public-sector projects in both Central and South
<br />Florida, including FDOT projects. His heavy construction and project engineering
<br />experience is a unique advantage for our Team.
<br /> PROFESSIONAL EXPERIENCE
<br />February 2017 – Present: Constructability Plans Reviewer for Widening of the
<br />Homestead Extension of Florida's Turnpike (HEFT) from SW 288th Street to Miramar
<br />Parkway – Florida’s Turnpike (Miami-Dade / Broward Counties). The $1.1 billion
<br />corridor reconstruction projects to improve capacity and operation, add ramp lanes and
<br />incorporate Express Lanes on 40 miles of the HEFT. Current duties include developing and
<br />reviewing conceptual plans, constructability analysis of the different projects, determining
<br />tolling concept locations, creating a tolling implementation plan, and defining critical project
<br />milestones for construction duration. Evaluating different phases of plan submittals and
<br />providing comments on construction sequences and limitations, defining improvements on
<br />side streets, and conducting plan reviews for the different disciplines submitted by the
<br />Design Consultants and in accordance with the Plans Preparation Manual (PPM).

<br /> 2013 – 2017: Construction Project Manager / Estimator (working for the Contractor)
<br />on Projects such as City of Miami Central Grove Improvements, City of Doral NW
<br />52nd Street and NW 107th Avenue Improvements, FDOT Projects such as
<br />Reconstruction of SW 8th Street, NW 103rd Street, NW 36th Street (Miami-Dade
<br />County). Assisted in bidding process, owner negotiations, materials procurement,
<br />preparation and computation of production rates for crews, day to day project management
<br />and project closeout. Overall project status, project schedule and all subsequent progress
<br />schedule updates, the original project budget and all budget adjustments and cost to
<br />complete, delays and impacts, oversight of all technical and quality control issues, meeting with the client on a weekly basis and the initial
<br />negotiation of Change Orders with the client and to ensure that all subcontract work is being coordinated and being performing on
<br />schedule, the timely submittal of all required contract documents to the client.

<br />2010 - 2013: Construction Project Manager / Estimator (working for the Contractor) on Private and Government Projects (Miami-
<br />Dade County). Responsible for bidding projects, owner negotiations, materials procurement, preparation and computation of production
<br />rates for crews, day to day project management, project scheduling and project closeout. Duties also included field supervision when
<br />necessary and cost analysis.

<br />2005 - 2010: Construction Project Manager / Estimator (working for the Contractor) on Private and Government Projects such as Jade Ocean, 1060 Brickell, FIU Law School, Opera Tower, City of Fort Lauderdale Force Main Replacement and
<br />Reconstruction of NW 6th Street (Miami-Dade / Broward Counties). Responsible for bidding projects, owner negotiations, materials
<br />procurement, preparation and computation of production rates for crews, day to day project management and project closeout. Duties
<br />also included field supervision when necessary, cost analysis, and procurement of work.
<br /> 1988 - 2005: Construction Project Manager / Estimator (working for the Contractor) on FDOT and County Projects such as the
<br />construction of the Intersection of Florida’s Turnpike and NW 12th Street, Construction of NW 12th Street from NW 107th
<br />Avenue to NW 112th Avenue, Resurfacing contracts for Miami-Dade Public Works. Duties included bidding projects, owner
<br />negotiations, materials procurement, preparation and computation of production rates for crews, day to day project management and
<br />project closeout, preparation of contracts for subcontractors and project management. Responsibilities included review of construction
<br />progress and budget analysis.
