JOHNNY BLAKENEY <br />Utility Coordinator <br /> <br />Castillo Engineering Inc. | www.castilloeng.com <br />PROFESSIONAL SUMMARY <br />Mr. Blakeney has more than 19 years of utility experience and is tasked with reducing the <br />amount of delays to construction projects due to utility conflicts and, therefore, conducts all <br />preconstruction utility coordination. Johnny routinely monitors 25 active construction <br />projects, ensuring compliance with all laws, policies, and procedures related to the <br />Department’s operations. His reviews have brought many state-wide utility issues to light, <br />including the revision to FDOT Specifications regarding Contribution in Aid of Construction <br />(CIAC). He also developed and implemented an automated system, using the designer’s <br />CADD files, to electronically identify possible utility conflicts. Prior to joining our team, <br />Johnny was the utility coordinator for FDOT District Four Palm Beach Operations. Johnny <br />has received numerous awards for his innovation and expertise in utility coordination. <br /> <br />PROFESSIONAL EXPERIENCE <br />January 2012 – Present: Utility Coordinator - Florida’s Turnpike Construction and <br />Materials Engineering Management Consultant – Florida’s Turnpike (Statewide). <br />As the Construction Department’s Senior Utility Coordinator, Mr. Blakeney monitors up to <br />25 active construction projects, ensuring compliance with all laws, policies and procedures <br />related to the Department’s operations. He monitors and evaluates whether the <br />Department’s goals are being accomplished efficiently and cost-effectively, enforces <br />performance of the contract terms and conditions, serves as a liaison with the consultants <br />or contractors, and ensures that contractual services have been rendered in accordance <br />with the contract terms. He is responsible for reviewing all plan submittals from concept to <br />final plans, revisions during construction and reviews all utility work schedules to ensure <br />that all potential utility conflicts are addressed. Reviews all Design Build Request for <br />Proposal (RFP), and assists project personnel in resolving unanticipated conflicts once a <br />construction project begins. He has developed and implemented a system that <br />automatically finds utility conflicts using the Designer’s DGN files (Automatic Utility Conflict <br />Identification). Developed and maintains a database of all utility relocations for all projects <br />throughout the Turnpike system. As the Construction Department’s Utility Coordinator for District IV in Palm <br />Beach County, he was tasked with reducing the amount of delays to construction projects <br />due to utility conflicts. He was responsible for ensuring that all “prior to construction” utility <br />relocations were performed before any construction project started. Reviewed 30%, 60% <br />and 90% plans in the field to ensure that all potential utility conflicts were addressed. He <br />coordinated utility permits, ensuring no impacts to construction projects. Assisted project <br />personnel in resolving unanticipated utility conflicts, following the procedures set forth in <br />CPAM 7.5 when a potential utility claim occurred. Many of his suggestions have been <br />implemented in CPAM 7.5, including the Utility Delay Letters. Developed and maintained <br />a website that assists department personnel, contractors and utility companies in better <br />coordination of utility relocations/adjustments. Responsible for landscaping <br />relocation related to the Royal Park Bridge. This included managing project documentation and document controls, evaluating and <br />negotiating project changes, monthly progress pay esti mates, weekly construction reports, final estimate package, and material <br />certification package. The project consisted of relocating several mature trees throughout Palm Beach County, to the West side of the <br />Royal Park Bridge by the intracoastal. The trees had to be placed on a barge and transported down the intracoastal, then lifted by a <br />crane to their final location.
