<br />RJ Behar has provided FDOT with Oversight Construction Engineering and Inspection (OCEI) services for several local
<br />agencies throughout the Tri-County Region who received Federal-ARRA Funds. As
<br />oversight to FDOT, RJ Behar’s personnel ensured that the local agency
<br />was in full compliance with construction contract documents, project
<br />administration, ARRA Federal Requirements, and FHWA 1273 regulations
<br />including Equal Employment Opportunity (EEO), Affirmative Action (AA),
<br />Davis-Bacon, Disadvantage Business Enterprises (DBE), and On-The-
<br />Job (OJT) Training. The oversight inspection team was responsible for
<br />monitoring that the work was performed in accordance with plans and
<br />specifications; oversaw the sampling and testing of component
<br />materials; attended conference meetings with the District; and
<br />maintained accurate records and documentation of all project-related
<br />activities. All documentation was loaded into the LAP-It program. We have in-house resident compliance specialists.

<br />Tierra South Florida, Inc. (TSF) {MBE} is a full-service consulting geotechnical engineering,
<br />construction materials testing and inspections firm with capabilities to provide test borings,
<br />engineering analyses and reports, AutoCAD and MicroStation plan sheets, laboratory soils
<br />testing, and construction engineering inspection services. Our professional team has been
<br />working together since 2000 and is committed to providing quality, responsive service
<br />establishing a reputation for sound approaches and professional competence in a wide range of
<br />technically demanding areas. TSF services also include threshold/special inspection and roofing
<br />inspection services. TSF is a certified Disadvantaged Business Enterprise (DBE) with the
<br />Florida Department of Transportation and a certified MBE with the State of Florida’s Office of
<br />Supplier Diversity and the City of Orlando. Additionally, TSF is a certified Small Business Enterprise (SBE) with the City of West Palm Beach, Palm Beach County, SFMWD and the
<br />School District of PBC. Our main office is in West Palm Beach, Florida with branch offices in Miami Lakes, Tampa and
<br />Orlando, Florida. TSF’s staff includes principal engineers with more than 32 years of experience in geotechnical,
<br />construction, laboratory and field materials testing and inspection services. We feature master’s degree level or higher
<br />educational background amongst the majority of our Registered Professional Engineers and maintain licenses in the State
<br />of Florida.
<br /> Geotechnical Engineering: TSF can provide a complete range of geotechnical engineering services. They help define the
<br />construction and long-term performance risks associated with subsurface conditions. TSF will evaluate and then develop
<br />recommendations regarding both existing structures and new construction. Whether buildings, airport facilities,
<br />transportation systems, landfills, dams, or other civil and private projects, their engineers have the experience and expertise
<br />to handle the most technically demanding projects. TSF owns a large, diverse fleet of 8 drill rigs with automatic hammers
<br />(truck-mounted, track-mounted, rotary, tripod, ATV, barge) capable of drilling in challenging conditions including remote,
<br />soft, marshy, over-water, difficult access or environmentally sensitive areas. They also have Maintenance of Traffic (MOT)
