<br />R.J. Behar & Company, Inc. (RJ Behar) is most pleased to submit one original, four copies, and one electronic copy
<br />(PDF) on CD for this Request for Qualifications to provide Civil Engineering, Structural Engineering; and Construction Engineering and Inspection (CEI) services to the City of Sunny Isles Beach. We are complementing
<br />our team with Tierra South Florida, Inc. (TSF), a Minority Business Enterprise {MBE}, who will provide the geotechnical
<br />engineering and testing services, Javier E. Bidot & Associates, P.S.C., Corp., (JEBA), an MBE, who will provide
<br />surveying services, and Underwater Inspection Services, Inc. (UESI) who will provide underwater inspection services.
<br />
<br />We are confident that we can provide the quality professional services you need for successful completion of this
<br />contract. We offer 32 members of our professional staff. We currently have 13 Registered Professional Engineers, a
<br />Professional Hydrologist and a Board Certified Environmental Engineer specializing in water supply and waste water, a
<br />Certified Floodplain Manager, a Certified Environmental Inspector, Engineer Interns, Design Engineers, CAD Designers,
<br />Resident Compliance Specialists, Threshold Inspectors and all of our Inspectors are CTQP Certified with the Florida
<br />Department of Transportation. Our Principal engineers bring a wealth of expertise as well as over 78 years of combined
<br />experience in the engineering field.
<br />RJ Behar is a full-service engineering firm offering services in Civil, Sanitary Sewer Design, Water Distribution Systems
<br />Design, Stormwater Master Planning, Green Building Design, Site Planning and Engineering Design, Traffic Engineering,
<br />Transportation Planning, Roadway/Highway Design, Street Lighting, Engineering Plans Review, Municipal Engineering,
<br />Environmental Engineering, Storm Drainage Design, Structural, Construction Engineering and Inspection and
<br />Construction Management, Threshold Inspections, Building Code Inspections, and Expert Witness for Eminent Domain
<br />Proceedings. We are well-versed in design, engineering, budget, and construction cost estimating services, bidding
<br />assistance, permitting, and contract administration services during construction.

<br />U NDERSTANDING THE S COPE:
<br />We understand the nature of continuing services contracts and have assembled a team who is able to provide a
<br />comprehensive list of services and can handle concurrent assignments without compromising the quality and
<br />promptness of deliverables. Our organizational chart reflects our complete understanding of the anticipated task
<br />assignments and the various disciplines needed to complete those tasks. Our goals for these types of contracts are the
<br />following:

<br /> Respond quickly to requests for proposals for specific tasks,
<br /> Work as an extension of City’s Staff with a service-oriented approach,
<br /> Provide sufficient staff to be able to adhere to any schedule required by the City,
<br /> Adhere strictly to budgets set by the City, and
<br /> Conduct in-house quality control reviews of all deliverables to eliminate potential construction claims or delays.

<br />In this type of contract, the most important issue is responsiveness. General Service Contracts are a tool that the City
<br />has to undertake projects that sometimes develop unexpectedly (“walk-in projects”) and require expeditious response.
