We have assembled a team of seasoned professionals
with supporting staff members to undertake any assignment that could come up in this Request for Qualifications for
Continuing Professional Consulting Services. Our team has successfully completed similar civil engineering contracts
for various government and municipal agencies.

In addition, RJ Behar has a complete understanding of federal and state regulations related to project funding; we have
assisted some of our clients in obtaining federal grants to develop some of their projects. We have personnel who have
worked on numerous Federally Funded, LAP, and ARRA projects and they are extremely familiar with the requirements
involved with these types of projects. From our project examples listed within the proposal, you will see that RJ Behar’s
Staff has extensive experience working on general engineering services contracts for many agencies.
C URRENT W ORKLOAD AND S TAFF C APABILITY
The table to the right illustrates RJ Behar's current workload and remaining
fee under contract. In review of our anticipated spending of work under
contract and with our current workforce, we estimate that we will begin to
require new contracted work sometime this fall. The illustration shows a
steady decline in our contract demands, which has been substantiated by our
review of our future work under contract. The predicted fall-off in our backlog
is normal for this time of year. However, RJ Behar’s Staff will become more
available as we approach fall, which seems to be well-timed for the
anticipated needs for this contract. As demonstrated, our team has
considerable resources and we do believe that we will be able to meet the challenges of any of the City’s assignments.
Our production capability will enable us to perform on this contract in an efficient and expeditious manner. Several of our
large production contracts will be completed in the next few months, thus reducing our backlog considerably as
illustrated above. We anticipate staff availability of five to seventeen hundred staff hours per month, which can be
