STANDARD FORM 330 (REV. 8/2016) PAGE 6 <br />5.Other Services <br />Subsurface Utility Surveys <br />JEBA started performing SUE surveys on 2008 , and has SUE Certified personnel at its Florida and <br />Puerto Rico offices. The American Society of Civil Engineers, under specification 3802, has defined the <br />discipline of Subsurface Utility Engineering as the management of risks and databases pertaining to the <br />utility and underground asset mapping at various Quality Levels, among other technical parameters to <br />which JEBA adheres to and holds as technical guideline. <br />The following is the list of existing Quality Levels for the diverse utility mapping tasks possible under <br />this discipline: <br />Quality Level D – Typically referred to as the research and consultation of the <br />diverse sources of records and maps and reporting them to the project owner or <br />Engineer. <br />Quality Level C – This level adds the survey of the assets based only on the <br />above ground evidence. This includes the location of poles, manholes, hydrants, <br />etc, graphically represented in the context of existing records. <br />Quality Level B – This level adds to the record research and land survey, the <br />designation of underground assets by means of diverse forms of induction, <br />including but not limited to sound and electromagnetic induction, ground <br />penetrating radar, etcetera. <br />Quality Level A – This level of survey adds the physical uncovering of assets for <br />verification by various means including but not limited to hand excavation, <br />vacuum excavation and others. This level provides the highest level of accuracy <br />and is the most expensive modality of utility surveys. <br />JEBA is capable of performing all 4 types of quality levels of SUE asset designation, plus the <br />evaluation of assets with company-owned zoom cameras. From its SUE designation work, JEBA will <br />produce an engineering grade deliverable of meaningful importance to the client in order to make <br />informed significant decisions regarding utility conflicts, upgrades connection, and avoidance strategies. <br />Through a comprehensive training program for its field personnel, which are all certified professional <br />utility locators, JEBA is recognized as an authority in providing SUE surveys for the A&E market in <br />Puerto Rico. Recognizing SUE surveys are directly related to the engineering field, JEBA has a <br />licensed engineer on staff as part of its SUE survey team. <br />JEBA has also exported its SUE surveys capabilities to Florida, where it has performed for private <br />clients and the Broward County Public Schools District, through its consultants; and to the USVI where <br />it has performed subsurface utility surveys for PUMA Energy facilities, and others for clearance for <br />environmental sampling drilling. <br />Presently, JEBA owns three ground penetrating radar (GPR) units and related electronic, ferromagnetic <br />and ultrasound subsurface utility prospecting equipment. <br />Section E - Page | 75
