24 <br />The best time to control project cost is before design starts. Our cost consultant’s role starts at the very beginning <br />of the project, and continues through each designing phase and into construction, to bring continual in-house cost <br />information to our project manager. Through active involvement in current construction projects, our cost <br />consultant will ensure that construction costs and trends are constantly updated, and that current cost information <br />informs all design decisions. <br />At the beginning of the project the Program Requirements or equivalent will articulate the needs of every space <br />and guide the Designers. Accurate net areas provide the first step in maintaining budget compliance, and serve as <br />a checklist as the design develops. <br />As each phase of the design—Schematic Design, Design Development and Construction Documents —nears <br />completion, our cost consultant will assess the project cost. Additionally, the construction manager (if any) will <br />provide an independent estimate. If the two sets of figures differ significantly, a reconciliation meeting is held to <br />identify specific differences and arrive at a jointly accepted project budget. If reconciliation is achieved and the <br />estimate is in excess of the projected budget, recommendations for program modification, value engineering or <br />budget adjustments will be developed and discussed with the district prior to implementation. <br />As the project moves forward through design and construction, Synalovski Romanik Saye (SRS) will deliver <br />excellence by combining the focus of its team with SRS resources. Our staff recognized specialists, in munici- <br />pal facilities, are supported by consultants with proven experience in landscaping, civil, structural, electrical, <br />mechanical, plumbing, fire protection instrumentation and controls engineering; value engineering, CAD, cost <br />estimating, project scheduling, LEED commissioning and construction observation—all the special disciplines and <br />services required to deliver a successful building program. <br />Our team members will answer questions and provide supplemental information during the bidding period. All <br />regulatory requirements and related statuettes must be rigorously adhered to. We will attend pre-bid conferences <br />and, as bids come in, assist the City of Sunny Isles Beach in evaluating bids and proceeding to execution of a <br />contract for construction. <br />Our construction administration services include review of submittals and schedules; material and color selections; <br />regular site visits and attendance at periodic construction conferences (which generally scheduled biweekly or <br />more often as needed); response to design questions; preparation of supplemental information and review of <br />progress payment applications; and contract modifications. As completion draws near, we will also provide <br />services to “keep the pressure on”, to be sure that the flurry of closeout activity is accomplished quickly enough to <br />ensure timely occupancy of the completed building. <br />Our goal is to provide the personal service, focus and reliability of medium size Firm, while bringing to our clients the <br />most sophisticated new technology—in computer-aided design, in 3D modeling and animation, in construction, in <br />quality assurance, in information resources and in budgeting—resources that only large Firms can support. <br />Virtually all equipment and facilities required by a large, state-of-art architectural practice are provided in-house, <br />including large-scale plotting in color and black-and-white, high-volume color and black-and-white printing and <br />binding, scanning and photographic facilities. Teleconference and video conference are used regularly, both <br />inhouse and with clients, via both telephone and Internet platforms, where the need arises.
