<br /> <br />801 Brickell Avenue ∙ Suite 900 ∙ Miami, Florida 33131 <br />August 17, 2020 <br /> <br /> <br />THE BETAJONES GROUP – PROJECT APPROACH AND UNDERSTANDING <br />CITY OF SUNNY ISLES BEACH RFQ 20-07-01 <br />CONTINUING PROFESSIONAL ENGINEERING SERVICES IN SPECIALIZED CATEGORIES <br />CATEGORY: 2 – CIVIL ENGINEERS <br /> <br />Mr. Luis A. Betalleluz, Licensed Professional Engineer is the Project Manager and Lead Civil Engineer of <br />Record for this Contract. With over 20 years of professional experience working throughout the entire state <br />Florida, including some of related professional specialties applicable to this project: Municipal Projects <br />(Project Manager and / or Civil Engineer of Record), Miami-Dade County, Broward County, Drainage <br />Rehabilitation, Park Projects, School Modernization, Roadway Improvements, Municipal Building, and <br />Multiple LEED Certified Projects. This List make him an expert in engineering design for each specific aspect <br />that is needed for the City of Sunny Isles Beach Long term Basis Municipal Engineering Continuing Services. <br /> <br />With an Average of Managing Multiple Municipal Projects per year, for the past 20 years Mr. Betalleluz and <br />Ms. Hegeman have solid experience in dealing with Miami-Dade County, Municipalities, Broward County, <br />DEP, Local, State, and National Permitting Agencies. He knows the names of many of the Key Reviewers <br />and their Supervisors throughout Miami-Dade County, which allows him to directly or indirectly have a <br />smoother permitting transition with each agency. <br /> <br />Additionally, over 50% of projects that Mr. Betalleluz has been involved throughout his career has had <br />Architects, Landscape Architects, Surveyors, MEPs, Structural Engineers and Other Design Professionals, <br />showing a proven track record in coordinating with a Design Team and the Client for successful completions <br />of projects. The Selected Design Team complements The BetaJones Group’s core Civil Engineering Team <br />that will be working on Sunny Isles Beach Municipal Projects. <br /> <br />Below, is a GENERAL APPROACH to successfully bring a project from a Conceptual Stage to <br />Construction. Of Course, this is a General Project Approach. A MORE DETAILED Project Approach can <br />be provided on a Per Project Basis. If it is a Repair Project, it might be much shorter than the full schedule <br />below. A Larger Project requiring lengthier Permitting Timelines might extend this schedule significantly. <br /> <br />1. PHASE 1 FEASIBLITY STUDY - SITE RESEARCH AND INVESTIGATION (Simultaneous Steps) <br />– WEEKS 1-4 <br />o Design Team will coordinate with the Town’s Management Team and review As-Built Plans <br />of Site, Underground Utilities and Adjacent Structures. <br />o Design Team will review Building Code, Zoning, Engineering, and landscape regulations to <br />identify required code and any possible obstacles. <br />o Design Team will conduct a full site visit to study perform the walkthrough portion of the <br />Study to identify and measure any Compliance Issues. <br /> <br />2. TOPOGRAHICAL AND LOCATION SURVEYS <br />o Surveyor shall conduct the necessary surveys (Location, Tree, Topographical) in order to <br />prepare a base background for the Design Drawings and to identify existing longitudinal and <br />cross slopes throughout the Site. <br /> <br />3. GEOTECHNICAL (SOILS) STUDY <br />o Geotechnical Engineer shall conduct the necessary Soils Studies to identify and recommend <br />Drainage, Pavement, Foundation Parameters. <br />
