Our local team of engineers <br />and scientists provide similar services for nearby local municipalities and other governmental agencies. Our experience <br />includes a range of projects that require engineering and environmental expertise that extend through the planning, <br />design, permitting, bidding, and construction administration phases of projects. We anticipate that this service line may <br />include wetland delineations and assessments, benthic resources surveys, permitting and mitigation development, <br />wildlife surveys and permitting for state and federally listed species, Phase I and Phase II Environmental Site <br />Assessments, tree inventories and tree risk assessments, National Environmental Policy Act (NEPA) assessment and <br />documentation, stormwater management consulting and more. These services may be required for transportation <br />projects, water/wastewater projects, park improvements and various types of civil improvements. <br /> <br />We have direct experience with each of these tasks, some that we have conducted for City of Sunny Isles Beach projects. <br />For example, we have assisted the City by acquiring a Florida Department of Environmental Protection (FDEP) Coastal <br />Construction Control Line permit for Samson Oceanfront Park and assisted with environmental portions of construction <br />administration for the project. Recently, we conducted a Florida bonneted bat survey for a pedestrian walkway where <br />FDOT and U.S. Fish and Wildlife Service coordination was required. <br /> <br />The following paragraphs highlight our project management plan, interpretation of the scope, method of approach, <br />quality control procedures, scheduling methods and innovations that have proven to be successful on comparable <br />contracts. <br /> <br />Project Management Plan and Approach <br />E Sciences’ management philosophy is based on listening to City staff and understanding the City’s business and <br />technical needs, budgetary constraints, staffing needs, and project deadlines. We will develop our project-specific scopes <br />to satisfy these needs, combining experience with ingenuity to find the best solution for each situation. We consider <br />efficiency of design, quality of work, and on-time performance essential components of our company. Our aim is to provide <br />accurate information and sound solutions that satisfy the needs of the City, regulatory agencies and the public. E Sciences <br />can mobilize teams to simultaneously complete multiple projects. We have successfully managed projects ranging from <br />simple studies to large multi-disciplinary projects. The goal of our project management program is to provide quality <br />service that is responsive to the client’s needs, is on time, and is within budget. Our organizational structure enables the <br />project manager, Justin Freedman, to provide overall contract management; and to oversee project execution in a <br />centralized manner. If appropriate for smaller tasks and projects that require specific expertise, Mr. Freedman may assign <br />a project manager to handle the day-to-day execution of the project or task. This process will ensure that an integrated <br />approach is used in executing individual task orders. Upon receipt of a task order from the City, Mr. Freedman will review <br />the task order; provide the fee estimate; and schedule the workflow. He will then assemble and mobilize the appropriate <br />professional and technical team members for executing the work. He will monitor the status of schedule, budget, technical <br />quality and overall performance. Mr. Freedman excels at proactively working to avoid or mitigate project problems before <br />they adversely affect the performance of the assigned services. <br /> <br />Interpretation of Project Scope <br />Our understanding of the scope comes from our review of the RFQ and our experience on similar contracts. We <br />understand that the City wishes to secure contracts with a variety of qualified vendors from which to select and assign <br />various projects. We understand that the scope for Environmental Engineering may include the following services: <br />monitoring and mitigation, environmental studies and reports; preparing design and construction documents, construction <br />administration and various reports for environmental engineering related projects. This will include preparing permit <br />applications and acquiring permits from various environmental regulatory agencies including, but not limited to <br />Department for Environmental Resources Management, (DERM), FDEP, and U.S. Army Corps of Engineers for projects.
