<br /> <br /> <br />City of Sunny Isles Beach | ITB 20-08-01 City Landscaping Services 26 <br /> <br />demand the replacement of Contractor’s staff who do not meet the City’s standards for safety, <br />professionalism, or horticultural knowledge. <br /> <br />The Contractor must manage the total Work effort associated with the Services required to assure <br />fully adequate and timely completion of these Services in accordance with the Performance <br />Standards and Technical Specifications. Such management includes, but is not limited to, planning, <br />report preparation, establishing and maintaining records, and quality control. The Contractor must <br />provide staff with the necessary management expertise to assure the performance of the required <br />Work; and, trained and experienced field and office personnel who meet established standards to <br />effectively perform the Services required and who exhibit capability to perform with minimum <br />supervision. It is the City’s preference that turnover be kept to a minimum with personnel to <br />ensure a continuity of operations through the Contract term. <br /> <br />2.20.1 PROGRAM MANAGER <br /> <br />The Program Manager shall be responsible for the City of Sunny Isles Beach contracted <br />landscaping services and must be a senior level management employee and have full <br />authority on a day-to-day basis to act on behalf of the Contractor on all matters pertaining <br />to the performance of the Work under this Contract. The Program Manager must have a <br />minimum of ten (10) years combined horticultural education and experience as a landscape <br />field maintenance supervisor on contracts of similar size, scope, and complexity. The <br />Program Manager must be certified through Florida Nursery, Growers and Landscape <br />Association (FNGLA). The Program Manager shall have the authority to make immediate <br />and binding decisions on behalf of the Contractor without obtaining any approvals from <br />others regarding the disbursement of any resources needed including but not limited to <br />materials, equipment, labor, chemicals or otherwise as directed by the City. This person <br />shall be available to attend all meetings with the City within twenty-four (24) hours of <br />notification at no charge as directed by the City, shall be available to the City within one <br />(1) hour notification for emergencies at all times at no charge, including facility <br />maintenance duties, boarding up of facilities, and other work as directed by the City, shall <br />be present at up to 3 special events per year as requested by the City, and be present at <br />all planning meetings at no charge, with twenty-four (24) hour notice. This person shall <br />perform inspections at minimum twice per week of the landscaped areas in the scope of <br />services and be available to City for routine and as-needed inspections as directed by the <br />City, shall be available to the City’s Project Manager(s) and Consultant as directed by the <br />City for inspections, reviews, and consultation via telephone or other approved wireless <br />communications on a 24/7/365 basis. When this person is out of City on vacation or leave, <br />an alternate contact shall be provided, and shall be approved at the City’s sole discretion. <br />The Program Manager must be available to discuss Contract matters and performance <br />issues with the Project Manager(s) or Consultant during regular City business hours and <br />within one (1) hour during other times. This can be accomplished in person, or by <br />telephone, as appropriate depending on the circumstances. The duties will be performed <br />at no additional labor or travel charges. The Contractor must provide to the Project <br />Manager(s) the contact information (i.e. phone, email address, cell phone, etc.) for the <br />Program Manager and an alternate individual, within five (5) days of execution of the <br />Contract.
