C. Subject to the availability of Funds, the County will reimburse the Municipality for the FEMA <br />PA local match (currently 12.5 percent) upon receipt of documentation of the Municipality's application to <br />FEMA for reimbursement; provided, however, that if any expenditures by the Municipality are denied <br />reimbursement by FEMA, the Municipality shall return to the County any Funds received for the FEMA PA <br />local match for such expenditures in accordance with the provisions of Article X of this Agreement. <br />D. CRF eligible governmental operations expenditures that are not FEMA reimbursable include <br />the following: <br />1. Personnel Costs - Payroll expenses for employees whose service are substantially <br />dedicated to mitigating or responding to the COVID-19 public health emergency <br />such as: <br />a. Park Attendant performing duties to enforce compliance <br />with public health orders <br />b. Unbudgeted overtime to perform functions to mitigate or respond to <br />COVID-19 health emergency <br />2. Medical Expenses — Examples: <br />a. COVID-19 testing <br />b. COVID-19 tracing <br />c. Medical responses, including emergency transportation <br />3. Public Health - Examples: <br />a. Communication and enforcement of local health orders <br />b. Acquisition and distribution of medical and protective supplies, such as <br />sanitizing products, personal protection equipment for County employees and <br />workers in connection with COVID-19 public health emergency <br />c. Disinfection of public areas and other facilities <br />d. Public Safety measures undertaken in response to COVID-19 <br />- Quarantine Individuals <br />4. Actions to Facilitate Compliance Expenses - Examples: <br />a. Food deliveries to residents including senior citizens and other vulnerable <br />populations, to enable compliance with public health precautions <br />b. Improvements to telework capabilities for public employees to enable <br />compliance with public health precautions <br />c. Provide paid sick, family, and medical leave to public employees to enable <br />compliance with public health precautions <br />5. Miscellaneous Expenditures- Any other COVID-19 related expenses reasonably <br />necessary to the function of government that satisfy the Fund's eligibility criteria <br />and that are not FEMA reimbursable. <br />Page 7of17 <br />
