Rafael De Arazoza, PE, PTOE, CPM – Traffic and Transportation Planning
<br />Mr. De Arazoza is the Director of Traffic Engineering and Transportation Planning with 45 years of experience.
<br />He oversees transportation planning projects, including reports, planning, traffic calming studies, transit
<br />planning or design. Mr. De Arazoza has held many high level management positions throughout his career. He
<br />is well-versed in traffic engineering and roadway design standards and procedures. Mr. De Arazoza is a
<br />Professional Traffic Operations Engineer. His project examples include Cobblestone Community Traffic Study,
<br />Broward County, Florida; Districtwide Traffic Operations/Safety Studies, FDOT District 6; Police Sub-Station and
<br />Civic Building Traffic Impact Study, City of Doral; US-1/SR 5/Biscayne Boulevard at NE 172nd StreetSR-
<br />5/Biscayne Boulevard from North of NE 121st Street to NE 151st Street, FDOT, District 6.
<br />Jose Peña-Ramos, MS, PE – Structural Engineering
<br />Mr. Peña leads the structural engineering department and performs structural engineering calculations and
<br />reviews structural plans. His experience includes having worked for the United States Department of Urban
<br />Development, United States Coast Guard, United States Army Corps of Engineers, Federal Highway
<br />Administration (FHWA) and as a consultant all within Florida and Puerto Rico. He has performed project
<br />engineering and structural design and support required for the preparation of plans and specifications for civil
<br />works projects including bridges, culverts, pump stations, spillways, retaining walls, and ancillary buildings. He
<br />has also experience in construction management and land development projects. He has 25 years of structural
<br />engineering experience. His project experience includes Lakeside Community Hurricane Damage Repair, Town
<br />of Medley; Cypress Weir 1 (Gold4A) Relocation Design, South Florida Water Management District; Paint Two
<br />Bridges of Turnpike Main Line over Rim Ditch Canal (C-24), Turnpike Enterprise.
<br />Michelle Leon, EI – Traffic/Transportation
<br />Ms. Leon has worked on multiple jobs obtaining traffic data for various studies. She is well-versed in hand-held
<br />data collectors regarding calibration and maintenance. She also has expertise in compiling and categorizing the
<br />data and assembling the information into a report file. She is proficient in Microsoft applications including:
<br />Word, Excel and PowerPoint, also proficient in AutoCAD and AutoCAD 3D. She also has experience with
<br />transportation planning software FSUTMS, traffic simulation TSIS (CORSIM) program, StarNext, SYNCHRO, and
<br />Highway Capacity Software (HCS). Ms. Leon is also responsible for construction engineering inspection for
<br />infrastructure projects, which includes reviewing the contractor’s operations, field measurements, recording
<br />changes made during construction, reviewing and approving as-built conditions and documentation of
<br />construction progress on a daily basis. Her project examples include Gilbert Samson Ocean Front Park, City of
<br />Sunny Isles Beach; Traffic Data Collection NW 107th Avenue, NW 12th Street, FDOT, District 6; and West
<br />Avenue Neighborhood Improvements, City of Miami Beach.
<br />Jossmel Cruz Garcia, MSE – Structural Designer
<br />Mr. Garcia has over three years of experience as a structural designer. He is currently designing a weir, bridge,
<br />control building and miscellaneous structures for a South Florida Water Management District project. He has
<br />completed designs for a prefabricated metal building foundation, stainless steel spillway gates and platforms
<br />for the SFWMD. Mr. Cruz has designed two large retaining wall projects for the Town of Medley and a privacy
<br />wall for Inverrary Estates. Project examples include SR 25/Okeechobee Road from W. 7th Avenue to NW 36th
<br />Street, FDOT, District 6; NE 151st Street Improvements, Oleta Partners LLC/Miami-Dade County; Seawall Design
<br />at Tobie Wilson Park, Town of Medley
