<br />FRA’s survey experience includes both prime and subconsultant roles on numerous roadways, drainage, design,
<br />and construction contracts throughout South Florida for cities and counties across the State of Florida, the
<br />Florida Department of Transportation, and other miscellaneous government agencies. FRA has been providing
<br />SUE services and is an expert in the areas of surface/subsurface utility locating, designating, and surveying. For
<br />the past 22 years, FRA has located over 300,000 test holes and designated over 2,000,000 linear feet of
<br />underground utilities. We have completed 2,500+ SUE and utility related work orders.

<br />Lis R. Tolstoy, PSM, Director of Survey
<br />Lis has 25+ years of experience in all aspects of surveying and mapping. She is well-known and trusted in the
<br />industry and always serves as a great leader on the projects she oversees. She is a stickler for detail and holds
<br />her survey team to the highest of standards, ensuring that our clients receive a quality project. Lis’ extensive
<br />experience covers the areas of Design/Topographic Surveys, Horizontal and Vertical Control, Boundary Surveys,
<br />Legal Descriptions, DTM, GPS, R/W Mapping, As-Built Surveys, Bathymetric/Hydrographic Surveys, Mean High-
<br />Water Surveys, mobile LiDAR, remote sensing, HD scanning, GIS data collection, data conversion, GPS and geo-
<br />referencing, and SQL programming.
<br />Pete Diaz, PSM, Sr. Survey Manager
<br />Pete has 33 years of experience covering all levels of surveying and mapping, from field to office
<br />analysis/processing of 3D data. His extensive experience includes static and mobile LiDAR, remote sensing, HD
<br />scanning, drones, Control Surveys, Design/Topographic Surveys, Boundary Surveys, DTM, GPS, GIS data
<br />collection, Boundary Dispute Resolution, R/W Mapping, As-Builts, Bathymetric/Hydrographic Surveys, and
<br />Mean High-Water Surveys.
<br />Carlos Cuenca, Sr. Survey Technician
<br />Carlos has over 29 years of survey and mapping experience. He is presently a Sr. Survey Analyst, responsible
<br />for supervising the processing of the survey computations from CAICE, MicroStation, OpenRoads, GEOPACK,
<br />etc. Carlos is also responsible for the preparation of the GPS Plans, and processing of Static data by using
<br />VECTOR-NT Software. Carlos oversees processing the EFB Segment and initial Office QC. He is familiar with the
<br />use of laser scanning and performs QC for field activities including the adjustments for the elevations run.
