D-38 <br />RFQ 20-10-01 Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. CCNA D <br />The EAC Team will be vigilant and monitor the design budget monthly to ensure that all invoices are based on <br />progress and documented in our progress reports. We will also validate throughout the design process that the <br />proposed concepts are aligned with the estimated construction budget. <br />Quality Assurance/Quality Control (QA/QC) <br />A project-specific QA/QC plan will be submitted to the City’s Project Manager within ten days of the Notice to <br />Proceed (NTP), and will follow FDOT procedures, utilize checklists, perform constructability reviews, incorporate <br />lessons-learned, and will be used by the entire project team, including sub-consultants. <br />FDOT Local Agency Program (LAP) and Funding Coordination <br />FDOT provides sub-recipient towns, cities and counties funds to develop, design, and construct transportation facilities with <br />federal funds. FDOT is the steward of the federal funds and is responsible for oversight of funded projects on behalf of the <br />Federal Highway Administration (FHWA). LAP agencies prioritize and fund local projects (through their respective MPO or <br />governing board) and are then eligible for reimbursement for the services provided to the traveling public through compliance <br />with applicable Federal statutes, rules, and regulations. <br />EAC understands the requirements of the FDOT’s Local Agency Program (LAP) Manual as it relates to projects such as <br />this - that involve a bridge structure crossing a roadway. <br />We will comply with -the FDOT’s latest revisions to the LAP <br />Manual, the Florida Design Manual, Structures Manual, and <br />Standard Plans for these bridges. As part of the EAC Team, <br />Harold Desdunes, PE, and ex-Director of Transportation <br />Development for FDOT’s District 6, will lead this coordination <br />effort. He is extremely familiar will all FDOT requirements, <br />procedures, and funding opportunities - and will ensure <br />that the Project Team performs close coordination with <br />FDOT’s Central Office. This will ensure our Project Team <br />is following all FDOT design procedures and meeting all <br />design requirements in order to protect the lives, health, <br />and public safety. <br />Qualified Independent Peer Review <br />EAC has included a peer review firm on our team that will review not only the design of the bridge, but also the construction <br />sequence. ASA Consultants have been included as part of the EAC Team to perform an independent <br />peer review for the pedestrian bridge design plans. <br />Adjacent Project Coordination <br />The following FDOT projects have been identified in the area. <br />Item Description Work Mix Construction <br />FY Amount $ <br />436525-1-52-01 SR-826 Sunny Isles over Intracoastal <br />WTWY Bascule BR 870592/0593 <br />Bridge-Repair / <br />Rehabilitaiton 2021 8,443,973 <br />436525-2-52-01 SR-826 Sunny Isles Blvd. from NE 35 <br />Avenue to SR A1A Collins Avenue Resurfacing 2021 2,130,726 <br />FDOT’s Construction Start is July 2021 for these projects. The construction schedule includes 550 Calendar Days, and <br />approximately 450 Construction Days. We anticipate these projects will be finalized before the construction of the Pedestrian Bridge <br />at 174th Street begins. We will monitor these projects closely to ensure that there are no impacts to the construction of these projects <br />and the proposed pedestrian bridge park, as well as to minimize any impacts to the traveling public. <br />Communications Management Plan <br />Efficient teamwork can only be achieved through communication. The Project Manager and EAC Team will enforce open communication <br />lines throughout assigned projects. We will maintain a proactive management philosophy, ensuring that we communicate clearly with <br />the City and maintain strict coordination within our team.
