I. PROJECT OVERVIEW <br />The year 2019 represented an important juncture for <br />Sunny Isles Beach. Early that year, an inconsistency <br />was discovered between the City's Comprehensive <br />Plan and Zoning Code. <br />The discrepancy only affected the Town Center, an <br />area which encompasses land located west of Collins <br />Avenue from the north side of 172nd Street to the <br />south side of Sunny Isles Boulevard. Nevertheless, <br />the detection of the discrepancy led to an animated <br />debate in the community about the appropriate <br />development density and building height in the <br />Town Center, as well as broader questions regarding <br />community identity and the future of Sunny Isles <br />Beach. <br />In September of 2019, the City Commission enacted <br />a moratorium and zoning in progress resolution in <br />the Town Center District, to stop consideration of any <br />new projects while the City worked on remedying the <br />discrepancy. The moratorium expires in September <br />of 2020. <br />In December of 2019, the City Commission approved <br />an amendment to the Comprehensive Plan which <br />(iiiiiiw divided the existing Town Center district (an overlay <br />designation in the Plan) in two, with Sunny Isles <br />Boulevard as the dividing line between a new South <br />and North Overlay areas. This step allowed the City to <br />pursue separate solutions for each area, customized <br />to their dissimilar status and condition in time. <br />The Town Center South Overlay (TCSO) –the area <br />most directly affected by the inconsistency—was <br />redressed by adding density and intensity measures <br />into the overlay description. <br />Simultaneously, the City Commission determined <br />that the newly created Town Center North Overlay <br />(TCNO) offered a rare opportunity to identify a <br />new vision for the area –one based on community <br />dialogue and based on informed op nions. <br />To this end, the Commission charged the project <br />team of Calvin, Giordano & Associates, Inc. (CGA) <br />with facilitating a process that would capture the <br />public's concerns and aspirations for the TCNO and <br />would lead to recommendations about potential <br />future Commission actions regarding this area. <br />This report summarizes the Re -envisioning <br />public engagement process and the resulting <br />recommendations. <br />re -Envisioning the Town Center North Overlay 112/28/2020 25 <br />
