About the Process <br />With the December 2019 amendment of the Town <br />Center into new south and north overlays, the <br />Commission gained an opportunity to pause and <br />rethink the path towards creating guidelines for the <br />north overlay, During that time, the City Commission <br />determined that the TCNQ Re -envisioning process <br />should be driven by values and aspirations <br />articulated by the community as input in a process <br />to find balance and common ground. Therefore, the <br />project process was designed to achieve three goals: <br />• Inclusiveness and transparency: seek <br />to maximize the public information and <br />engagement elements of the process. <br />• Range of opinions: Gain insight into a broad <br />range of community values and concerns. <br />• Balanced recommendations: Reach <br />impartial and legally defensible conclusions <br />based on community opinion combined with <br />neutral technical considerations. <br />Achieving consensus on the issues concerning the <br />Town Center North (or, indeed, on any Citywide <br />issue) was not among the purposes of the public <br />engagement process. The project team clearly <br />understood that there is, in fact, no single "public" <br />in Sunny Isles Beach. Instead, the public consists of <br />a range of stakeholders who hold a wide array of <br />views and concerns. Therefore, the aim was to listen <br />to and gather input from the community's wide <br />spectrum of stakeholder interests, to find balance <br />among their disparate perspectives, and to help <br />the City Commission reflect their decisions back so <br />that participants can see how their concerns were <br />considered. <br />The process conducted by CGA consisted of S main <br />interrelated tasks. <br />Task 1 Task 2 <br />Snapshot Ot the <br />Mobilization Present <br />1. Mobilization: The project was <br />kicked -off with strategy meetings <br />between the consultant and City <br />staff to work out details of the <br />schedule, data needs, and public <br />engagement plan (PEP). This task included the <br />design and launch of a project webpage on the City's <br />website, identification of the elements of a social <br />media campaign, coordination on planned face-to- <br />face engagement events, decisions about an online <br />survey, and other components of the PEP. <br />During the Mobilization task, the project team also <br />conducted a series of stakeholder meetings (adding <br />to approximately 2-1/2 days of meetings). The <br />stakeholder groups included residents, landowners, <br />developers, activists, and elected officials. <br />2. Snapshot of the Present: In this <br />task, the project team gathered and <br />' analyzed information to develop <br />a fact -based understanding of <br />present conditions in the Town <br />Center pertaining to population, development, <br />housing stock, policies and regulations, mobility, <br />services and environment. The team mapped key <br />factors from this examination and further conveyed <br />the information via pictographs, charts, and photos. <br />The Snapshot is not an exhaustive or deep analysis, <br />but rather a means to take an impression of the <br />TCNQ at a moment in time. The most up-to-date <br />available data were used. <br />�• 3. Framing the Future: This <br />purpose of this task was to collect <br />public input on topics relevant to <br />_ the TCNQ, so the project team <br />could outline potential actionable <br />options for subsequent consideration.
