In this option, a new base "Town Center North" • <br />land use designation would be established in the _. <br />Comprehensive Plan to replace the overlay. As in <br />the case of the "Toss it Away" option, the primary <br />justification for this choice lies in the notion that the <br />Town Center, as it exists today, may be unrealistic or <br />unachievable. Another reason for eliminating and <br />replacing the overlay with a base district is common <br />confusion or misunderstanding about the function <br />and usefulness of an overlay. <br />Updated "Town Center" principles and guidelines <br />would be created for the new base district. Elements <br />from the existing overlay thatwork could be salvaged. <br />(Alternatively, these could go into the Zoning Code <br />as standards). <br />This strategy is high in process complexity due to <br />the depth of analyses required to document the new <br />district and the re -designation of land. For the same <br />reasons, the process of completing these tasks is <br />expected to be slower. <br />In a variation of this option, the City could consider <br />whether the Town Center concept should be applied <br />(i.e., relocated) to an entirely different area of the <br />City.
