In this option, the Town Center North would be <br />subdivided to better reflect the discrete character <br />sub -areas of the overall district. To accomplish this, <br />the footprint of the TCNO is shrunk (or redrawn) <br />so the present overlay structure applies only to the <br />properties which currently have a residential land use. <br />On the present commercial properties (those fronting <br />on Collins Avenue), the TCNO would be entirely <br />removed and future development and redevelopment <br />would be controlled by the underlying Mixed -Use <br />Business designation. The land would be reclassified <br />in the City's Zoning Map. The City could consider <br />creating a new zoning district to reflect the desired <br />character of this area, according to the collected <br />public feedback. This includes lower rise buildings, a <br />higher bar of quality for future redevelopment, and <br />a pedestrian -scaled interface with Collins Avenue. <br />Alternatively, the City could examine the existing <br />Neighborhood Business (B-1) zoning category, as well <br />as the existing Business Overlay, to determine if these <br />zoning categories could be used to achieve the same <br />(W goals <br />The feedback collected shows that this option <br />elicited a favorable public reaction from the highest <br />percentage of participants, provided that the City's <br />actions include clear standards to achieve human - <br />scaled redevelopment in the commercial area. The <br />complexity of the process is high, with multiple <br />"moving parts" and likely a slow completion timeline. <br />This strategy received 40% of all the virtual workshop <br />participant votes. <br />What choosing this path entails: <br />• Amending the FLUM to remove the TCNO <br />designation from the residential (or commercial) <br />portion of the current district. <br />• Amending the Zoning Map to redraw the <br />boundary of the TCZD to match the FLUM, and to <br />rezone the residential (or commercial) portion of <br />the current TCZD to a different zoning designation. <br />• Amending the text of the Comprehensive Plan and <br />(iiw Zoning Code to clarify the changes in the nature <br />and extent of the overlay and the TCZD. <br />.
