c. <br />VII. Conclusions and Recommendations <br />The original Town Center Overlay was in place for 20 <br />years. While the district's vision steadily materialized <br />in the southern portion of the original overlay, little <br />change occurred in the north portion during that <br />time. <br />As a "planned development district," the overlay <br />offers design guidance along with flexibility for <br />development.. The implementing zoning district <br />provides incentives to encourage the redevelopment <br />of the area. But the transformation of the north side <br />of the TCO was hindered by the challenge of land <br />assembly, ownership, and market factors and most <br />of the properties have remained static. <br />Other things have changed since the initial g g t al vision for <br />the Town Center was drawn, including community <br />attitudes. We must now add the uncertainty of a <br />past -pandemic future as a potential driver of change. <br />The discovery of the discrepancy between the <br />Comprehensive Pian and the Zoning Code brought <br />up differences of opinion. The resulting discord <br />was lamentable, but the juncture created a singular <br />moment of opportunity to examine community <br />concerns and priorities through a lens of methodical, <br />neutral and calmer -toned discourse. <br />Despite significant challenges and limitations (not <br />the least of which was transitioning to conduct public <br />engagement in the time of the coronavirus), this <br />process met its goals to engage a wide variety of <br />community perspectives, to get a balanced picture, <br />and to find areas of common ground, <br />As the process nears completion, the Commission's <br />I(liiiiw role is to determine which policy and regulatory path <br />to take.
