PERSONNEL SELECTION, RETENTION AND TRAINING <br />Academy understands that its relationship with the City is as an independent contractor. All <br />personnel involved in performing the work contemplated by this proposal will be employe d by <br />Academy and it will be solely liable for all wages and benefits of its employees. <br />Academy has one of the finest driver-training programs in the Industry. All our drivers are <br />trained in driver safety and customer service. New drivers are not placed in the charter pool <br />until they have worked full time with Academy for one year. Before entering the charter pool <br />drivers are given extensive training by a “seasoned” charter driver trainer. <br />Our drivers will always be in full uniform, assist in all luggage handling and equipment <br />removal. Charter drivers are handpicked by the Terminal Manager and we make every effort <br />to assign the same driver(s) to a particular group. <br />5.1 Recruitment and Selection Plan <br />Academy maintains employment guidelines, which exceed Federal Motor Carrier Safety <br />Administration, and Federal Transit Administration guidelines. Additionally, we incorporate <br />a substance abuse testing program, which includes pre-employment screens that are in <br />compliance with FTA regulations. <br />A complete application is taken with a ten-year employment history. Background checks are <br />made on all previous employers for the last three years unless they are seeking a position as <br />a driver, in which case all references are checked. A driver license abstract is secured for the <br />previous three years. Substance abuse and physical screens are performed in accordance <br />with DOT/FTA guidelines. Academy utilizes the services of an MRO and Physician to ensure <br />authorizations from the applicant’s personal physician. <br />Each applicant is given a personal interview to determine “the fit” of the applicant to the <br />demands of the position. <br />5.2 Random Drug Testing Program <br />Academy has an established controlled substance abuse program, which is b oth DOT and <br />FTA compliant. A dedicated in-house manager with field support administers the program. <br />The program is facilitated with the use of two MRO’s (Medical Review Officer) that generate <br />random selection lists and completes the actual testing with bot h mobile and fixed facilities. <br />The bulk of our testing is completed at our garage facilities and is supported by our field <br />safety managers who are also authorized to perform testing. We do not function as part of a <br />consortium, which ensures the integrity of the program. An in-house database also tracks our <br />results and enables us to provide accurate and timely data to the reporting agencies.
