Summary Minutes:Regular City Commission Meeting May 15,2014 City of Sunny Isles Beach,Florida <br /> if he hits anything out there and he has hit many things at that Park and he does not want to <br /> come back to the Commission and ask for anything else. <br /> Public Speakers: None <br /> Mayor Edelcup said he understands that the Dezer family is paying$150,000 of this and the <br /> City will pick up the remaining balance. Is that correct? City Manager Russo said that is <br /> correct. <br /> Vice Mayor Aelion moved and Commissioner Levin seconded a motion to approve the <br /> resolution. Resolution No. 2014-2237 was adopted by a voice vote of 4-0-1 <br /> (Commissioner Scholl absent) in favor. <br /> 10E. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving <br /> an Agreement with Intertek Testing Services, N.A., Inc. for PVC Clad Railing System <br /> Testing at the Newport Fishing Pier, in an Amount Not to Exceed $28,825.00, Attached <br /> Hereto as Exhibit"A";Authorizing the Mayor to Execute Said Agreement;Authorizing the <br /> City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an <br /> Effective Date. <br /> Action: City Clerk Hines read the title,and Assistant City Manager Bill Evans reported that <br /> in 2010 the City pulled out of the contract and direct purchased Safetron Railing. It is unable <br /> to meet the Florida Building Code at this time without additional testing being done. This is <br /> the compressed time testing that it needs to be subjected to UP Light. This testing will <br /> provide us the answer whether it needs it or not, but more importantly it determines the <br /> useful life of this railing. Our Chief Engineer has determined there is no likelihood of failure <br /> in the short term but we want to determine how long this railing system may last. We also <br /> need to close out the Permit and part of that is getting this testing done. <br /> Public Speakers: None <br /> Mayor Edelcup said this is an expensive test. If it doesn't pass the test what is it going to <br /> cost to reclad it? Assistant City Manager Evans said there would not be a need to take it <br /> down and hopefully we would have a four to five year window. And so at that point in time <br /> the opportunity to create a sinking fund for that may potentially be there. The cost of the <br /> railing to install on the Pier was about$247,000. Mayor Edelcup said then that we would be <br /> looking at numbers similar to that to replace it? City Manager Russo said he would suspect <br /> that we would do it differently if we were to replace that railing, it would probably be more. <br /> That would be the worse scenario, once we know what the useful life is, then we would <br /> know. Mayor Edelcup said we are spending$28,000 to find out if the current railing works, <br /> and if it doesn't work then we are looking at something at about a quarter of a million <br /> dollars. City Manager Russo said we have to know if it meets the Code or meets it for only <br /> so many years. Vice Mayor Aelion said he asked at the Workshop as to why this wasn't <br /> done before,placing the clad on,and Assistant City Manager Evans said it was sole sourced, <br /> and he can't answer the question why this type of railing system was chosen,all he can say is <br /> that at this point it meets many of the Building Code requirements for railing systems but this <br /> one bending type of railing test that needs to be done, it does not and there is no backup <br /> 17 <br />
