Russo, City Manager <br />DATE: 6/19/2014 <br />RE: Resolution authorizing the City to begin negotiations with the 1st <br />ranked Proposer for RFP No. 14 -02 -02 ( "The Design, Build Out, <br />Operation and Lease of a Restaurant Facility at Gateway Park ") <br />RECOMMENDATION: <br />It is recommended that the City Commission authorize the City Manager to begin <br />negotiations with the 11t ranked proposer for RFP No. 14 -02 -02 ( "The Design, <br />Build Out, Operation and Lease of a Restaurant Facility at Gateway Park "). <br />REASONS: <br />The City advertised RFP No. 14 -02 -02 for "The Design, Build Out, Operation and <br />Lease of a Restaurant Facility at Gateway Park ". The City received two <br />responses from proposers in response thereto. With the assistance of the <br />Finance Department and the Cultural & Community Services Division, I have <br />evaluated both proposals and met with the proposers in order to obtain a clear <br />understanding of each. <br />In reviewing the proposals, we carefully reviewed the evaluation criteria outlined <br />in Section 4 ( "Evaluation Process ") of RFP No. 14 -02 -02 as well as Section 62 -8 <br />( "Award ") of the City Code. The general factors outlined in Section 62 -8 of the <br />City Code include but are not limited to 1) the capacity, ability and skill of <br />provider to perform the contract; 2) the character, integrity, reputation, judgment, <br />experience and efficiency of the provider, and 3) the quality of performance of <br />their previous contracts, among other factors to be considered. <br />Under Section 4 of RFP No. 14- 02 -02, the specific qualifications criteria include <br />1) the proposer's financial capacity and ability to build out the facility space and <br />Agenda Item No 10L <br />Date 6/19/2014 <br />142 <br />
