Russo, City Manager DATE: 6/19/2014 RE: Resolution authorizing the City to begin negotiations with the 1st ranked Proposer for RFP No. 14 -02 -02 ( "The Design, Build Out, Operation and Lease of a Restaurant Facility at Gateway Park ") RECOMMENDATION: It is recommended that the City Commission authorize the City Manager to begin negotiations with the 11t ranked proposer for RFP No. 14 -02 -02 ( "The Design, Build Out, Operation and Lease of a Restaurant Facility at Gateway Park "). REASONS: The City advertised RFP No. 14 -02 -02 for "The Design, Build Out, Operation and Lease of a Restaurant Facility at Gateway Park ". The City received two responses from proposers in response thereto. With the assistance of the Finance Department and the Cultural & Community Services Division, I have evaluated both proposals and met with the proposers in order to obtain a clear understanding of each. In reviewing the proposals, we carefully reviewed the evaluation criteria outlined in Section 4 ( "Evaluation Process ") of RFP No. 14 -02 -02 as well as Section 62 -8 ( "Award ") of the City Code. The general factors outlined in Section 62 -8 of the City Code include but are not limited to 1) the capacity, ability and skill of provider to perform the contract; 2) the character, integrity, reputation, judgment, experience and efficiency of the provider, and 3) the quality of performance of their previous contracts, among other factors to be considered.
