<br />Partial Utilization - Placing a portion of the Work in service for the purpose for which it is
<br />intended (or a related purpose) before reaching Substantial Completion of the Work.
<br />
<br />Project - All matters and things whether completed or partially completed, and includes all other
<br />labor, materials, equipment and services provided or to be provided by the Successful Bidder in
<br />accordance with the Contract.
<br />
<br />Resident Project Representative - The authorized representative of the ENGINEER who is
<br />assigned to the site or any part thereof.
<br />
<br />Shop Drawings - All drawings, diagrams, illustrations, schedules and other data which are
<br />specifically prepared by or for the CONTRACTOR and submitted by the CONTRACTOR to
<br />illustrate some portion of Work and all illustrations, brochures, standard schedules, performance
<br />charts, instructions, and diagrams to illustrate material or equipment for some portion of the
<br />Work.
<br />
<br />Specifications - (Same definition as for Technical Specifications hereinafter).
<br />
<br />Subcontractor - An individual, firm, or corporation having a direct contract with the
<br />CONTRACTOR or with any other Subcontractor for the performance of a part of the Work at the
<br />site.
<br />
<br />Substantial Completion - Refers to the date certified by the ENGINEER to when all conditions
<br />and requirements of permits and regulatory agencies have been satisfied, and when the Work
<br />has progressed to the point where, in the opinion of the ENGINEER, as evidenced by the
<br />Certificate of Substantial Completion/Notice of Completion as applicable, it is sufficiently
<br />complete, in accordance with the Contract Documents, so that the Work is available for
<br />beneficial occupancy and can be utilized for the purposes for which it is intended; or if there be
<br />no such certificate issued when final payment is due in accordance with Article 14, Paragraph
<br />14.8. A Temporary Certificate of Occupancy or Certificate of Occupancy must be issued for
<br />Substantial Completion to be achieved, however, the issuance of a Temporary Certificate of
<br />Occupancy or Certificate of Occupancy or the date thereof are not to be determinative of the
<br />achievement or date of Substantial Completion. The terms "substantially complete" and
<br />"substantially completed" can be used interchangeably as applied to any Work refer to as
<br />“substantial completion” thereof.
<br />
<br />Supplementary General Conditions - The part of the Contract Documents which make additions,
<br />deletions, or revisions to these General Conditions.
<br />
<br />Supplier - A manufacturer, fabricator, supplier, distributor, material man, or vendor.
<br />
<br />Technical Specifications - Those portions of the Contract Documents consisting of the General
<br />Requirements and written technical descriptions of products and execution of the Work.
<br />
<br />Underground Utilities - All pipelines, conduits, ducts, cables, wires, manholes, vaults, tanks,
<br />tunnels, or other such facilities or attachments, and any encasements containing such facilities
<br />which have been installed underground to furnish any of the following services or materials:
<br />water, sewage and drainage removal, electricity, gases, steam, liquid petroleum products,
<br />telephone or other communications, cable television, traffic, or other control systems.

<br />Weather Delays - Work stoppage caused by abnormal inclement weather, where abnormal
<br />duration and frequency of rain as compared with the Weather Bureau data and supported by
