The project scope includes the installation of conduit, hand holes, equipment slabs, <br />chambers, physical FPL equipment, limited placement of conductor and fiber cable for <br />FPL, ABB, ATT, Comcast, Hotwire, and City fiber, lighting and security systems. <br />Restoration of roadways, sidewalks, driveways and landscaped areas consisting of <br />concrete curbs, gutters, asphalt paving, paver brick and concrete sidewalks. <br />Initial contract value is $6,830,000.00 <br />c. The Owners Representative for the project is HPF Associates, Inc., Paul T. Abbott, 14803 <br />SW SR 45 Archer, FL 32618 305-773-6255, ptgbhtl@AOL.com. <br />The project met substantial completion, per contract requirements, on April 17, 2017. <br />The significance of meeting the contract completion date was the Florida Department of <br />Transportation (FDOT) pending RRR project scheduled to commence May 1, 2017, there <br />was no provision for a delayed start of the FDOT project. Severe penalties were <br />incorporated into the SIB/RGN contract for delayed completion. No penalties were <br />assessed. <br />e. RGN was responsible for design input regarding value engineering alternatives, means <br />and methods, scheduling, execution and installation of the afore noted equipment and <br />services. <br />f. We have taken the liberty of referencing several photographs which indicate the <br />complexity of the raceway installation and an example of the hundreds of unforeseen <br />obstructions encountered during the execution of the work. In fact "a picture, is worth a <br />thousand words". The route of Collins Avenue, SR AIA, though SIB has evolved over the <br />seventy five years of the community's existence. Where sixty story condominium <br />projects now set was once the actual Atlantic Ocean shore line. During the excavation <br />phase of the conduit install old abandoned seawalls, tunnels, building foundations and <br />unmarked active and inactive utilities were encountered. And other than the very few <br />occasions where severely deteriorated cast iron or steel gas lines sprung leaks, no live <br />utilities were interrupted during the installation. Measures incorporated to obviate the <br />impact of the unforeseen encounters were the utilization of alternate excavation <br />methods including smaller equipment, hand excavation and demolition, utilizing ground <br />penetrating radar, and spot excavations to identify potential problem areas. <br />
