Summary Minutes:Regular City Commission Meeting June 19,2014 City of Sunny Isles Beach,Florida <br /> with the first ranked proposer we have the option of going to the next ranked proposer. Mayor <br /> Edelcup noted that they are here tonight,and City Manager Russo said yes,Carlos and JC who <br /> are with the Passion Group are here, and they stood up. <br /> Public Speakers: None <br /> Commissioner Scholl said he reviewed the proposals and met with the City Manager and he <br /> thinks the group that is recommended was very transparent in their application and very <br /> realistic about the cost of the build out and how to approach it. Vice Mayor Aelion agreed and <br /> likes the fact that it is called"Fly Me to the Moon". Commissioner Levin also agreed. Mayor <br /> Edelcup said he went to their restaurant a couple of years ago and he was very impressed with <br /> the operation that they ran. <br /> Commissioner Scholl moved and Vice Mayor Aelion seconded a motion to approve the <br /> resolution. Resolution No. 2014-2253 was adopted by a voice vote of 5-0 in favor. <br /> 10M. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Approving an <br /> Agreement by and Between Ronald L. Book,Esq. and the City of Sunny Isles Beach for <br /> Professional Legislative Relations and Lobbying Services, in an Amount Not to Exceed <br /> $60,000.00, Effective from July 1, 2014 through June 30, 2015, Attached Hereto as Exhibit <br /> "A";Authorizing the Mayor to Execute Said Agreement;Authorizing the City Manager to Do <br /> All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title,and City Manager Russo reported that they just had the <br /> Legislative session this year and we were very pleased with the results as the City received,for <br /> the first time in many years, $1 Million for two items that our Lobbyist worked very hard on. <br /> We are restoring Mr. Book to the previous amount of a contract we had a number of years ago. <br /> Public Speakers: None <br /> Vice Mayor Aelion moved and Commissioner Gatto seconded a motion to approve the <br /> resolution. Resolution No. 2014-2254 was adopted by a voice vote of 5-0 in favor. <br /> ION. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Approving a <br /> Memorandum of Understanding Regarding Section 18 of the Collective Bargaining <br /> Agreement Between the City of Sunny Isles Beach and the Police Benevolent Association <br /> ("PBA"),Attached Hereto as Exhibit"A"; Providing the City Manager with the Authority to <br /> Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title, and City Manager Russo said this is a matter that the <br /> Chief brought to his attention and it made a lot of sense to rectify. The City Attorney's Office <br /> did a fine job in negotiating this, and this was really to even the playing field between the <br /> process that we follow for on-duty overtime and off-duty overtime. It was not the same, it was <br /> one more hour of minimum commitment to people coming into town to work here and to work <br /> overtime. We were getting canceled last minute calls for the Police and so this put the off-duty <br /> policy the same as if they were on duty working when they were called in for overtime. One <br /> last point, there is really no such thing as off duty, once they come in they are performing <br /> 12 <br />
