<br />INVITATION TO BID NO. I4 -06-02 EMERGENCY DEBRIS CLEARING AND REMOVAL OPERATIONS
<br />intimately acquainted with all facets of major disaster response and recovery management, including but not
<br />limited to: training, pre - planning, mobilization, communication systems, emergency logistics, damage
<br />assessment, debris volume estimation, debris collection, debris management site selection, construction
<br />management, debris processing, reduction, recycling, debris disposal, alternative use hazardous waste, other
<br />special debris management, automated debris management system (ADMS), as well as damage mitigation and
<br />risk abatement.
<br />Most importantly, our core management team is widely conversant with the policies, procedures and intricacies
<br />of Federal Emergency Management Agency (FEMA) regulations and guidelines, as well as Environmental
<br />Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Federal Highway
<br />Administration (FHWA) and other federal and state rules and regulations directing the lawful collection and
<br />disposal of disaster - generated debris. Specifically, their extensive experience with FEMA and the ins and outs of
<br />the Public Assistance Program governed by the Robert T. Stafford Act, Sandy Recovery Improvement Act
<br />(SRIA), and 44 CFR, allows our team to manage recovery projects to fully maximize federal reimbursements
<br />while delivering the greatest value to our clients. AshBritt has identified Ralph Dahlgren as the Operations
<br />Manager and Tim Mooney as the Project Manager in the event we are selected as your contractor and are activated.
<br />Terry is a Principal with the company and has been actively engaged in disaster recovery operations since 2005.
<br />Ralph Dahlgren has been with AshBritt since 2004 and also served as the Project Manager for the Hurricane
<br />Wilma recovery operation in South Florida.
<br />AshBritt is a "Local Broward County Vendor" with our corporate office in Deerfield Beach, 26
<br />miles from Sunny Isles Beach City Hall.
<br />We pride ourselves on our full- service, client- focused approach to disaster recovery, as we offer adept and
<br />balanced operational and administrative support. We fully appreciate the exigent nature, pressing schedules, and
<br />exacting demands of recovery efforts, and we have proven through our capabilities and wherewithal to be a
<br />professional, reliable and competent contracting partner. We have witnessed first -hand the economic strain and
<br />demands that communities face in the aftermath of major disasters. State and federal funding to support immediate
<br />local recovery efforts often lags significantly. To ensure response and recovery progresses and remains on track
<br />for our clients, we have always been willing and able to delay receipt of payments and offer fmancial support to
<br />sustain a project's impetus.
<br />Our expertise, capabilities and financial strength are most notably highlighted by our unprecedented
<br />accomplishments as the Prime Contractor for the U.S. Army Corps of Engineers (USACE) recovery mission for
<br />Hurricane Katrina in Mississippi and Louisiana. The Hurricane Katrina Mississippi recovery project was the
<br />largest and most varied disaster - generated debris management mission by a single company in U.S. history.
<br />During the first eight weeks alone, AshBrin performed uninterrupted continuous operations valued at roughly
<br />5100,000,000 prior to receiving our first payment. The lessons learned from this project as well as from our many
<br />other diverse past projects has allowed us to expand and fortify our technical and production abilities, positioning
<br />us as the pacesetter in the disaster response and recovery industry. Our ultimate success, however, has always
<br />been underpinned by our commitment to pre - planning, professional management, direct communication, ethical
<br />business practices, unmatched safety and quality control — values all leading to total client satisfaction.
<br />Our corporate, managerial, technological, and operational infrastructure allows us the flexibility and adaptability
<br />to grow quickly to meet the resource demands of potential large and varied events. We generally maintain a core
<br />staff of forty employees, though we directly employed over 100 personnel in 2011, 2012 and 2013.
<br />In addition to our own considerable resources, AshBritt maintains sufficient relationships with specialty
<br />subcontractors experienced in the complexity and demands of response and recovery missions. These partners
<br />include public assistance program consultants, temporary life support and facilities suppliers, emergency power
<br />generation providers, canal and marine recovery and removal contractors, hazardous materials response and
<br />mitigation specialist, as well as highly skilled heavy equipment owners and operators.
