RESPONSE TO THE CITY OF SUNNY ISLES BEACH, FL <br />INVITATION TO BID NO. 14 -06-02 EMERGENCY DEBRIS CLEARING AND REMOVAL OPERATIONS <br />General Operations Plan <br />AshBritt has collected, reduced, and disposed of more than 131,000,000 cubic yards of debris in <br />the last 22 years. <br />AshBritt's entire debris removal and disposal process can be described in the following subsections which <br />illustrate the general sequence of disaster debris removal operations for a known and predictable event, such as a <br />hurricane. Additional detailed information regarding the sequence of debris removal operations and the means <br />and methods of such is included in our General Event Sequence Diagram below. <br />Ready & Strike, Mobilization, Hazardous Stump & TDSRS <br />Watch Assessment .& Tree Work, Special Services & Restoration <br />Clearance Right-of -Entry (ROE) Work & Closeout <br />D AshBritt's General Event Sequence Diagram of Debris Management Services <br />AshBritt follows a proscribed sequence ofphases for storm clearing operations that are based on 22 years of <br />experience in a variety ofjurisdictions and supporting a variety of clearing operations. <br />• Phase 1— Planning and Preparation <br />AshBritt will coordinate annually with the City of <br />Sunny Isles Beach to review logistical, operational, and <br />administrative aspects of the potential response and <br />recovery projects. Some of the key issues and elements <br />that will be addressed include: organization and <br />communication structures, verification of contact <br />information, the City's expectations and special <br />circumstances, review and critique of current <br />emergency response, mitigation, debris plans. There <br />will also be discussions pertaining to the debris removal <br />site selection and assessment, emergency facilities and <br />route clearance designation and maps review, <br />geographic sectoring, management and infrastructure <br />logistics (GIS review ), local subcontractor outreach, <br />identification, screening and engagement, sponsored <br />workshopstfairs for local subcontractors, staging area, base camps for <br />personnel, equipment, and resource <br />marshaling areas, clear -zone staging and rally points, final disposal sites, coordination with monitoring firm <br />representatives, safety and environmental considerations, Public Assistance Program, FEMA regulations and <br />guidance review, all as applicable. <br />C3 AshBritt <br />E3 " P a g e 168 General Operations Plan <br />
