<br />INVITATION TO BID NO. 14 -06-02 EAIERGENCI' DEBRIS CLEARING AND REMOVAL OPERATION'S
<br />• Phase 2 — Ready and Watch
<br />As hurricane season approaches and begins, AshBritt enters a ready and watch stage. During this time, we conduct
<br />internal reviews of our systems and procedures, inventory, and perform maintenance on our equipment, relevant
<br />assets and resources. We also stock up on all necessary supplies, consumables, canvass our teaming partners,
<br />subcontractors, suppliers, reserve personnel, and continue to touch base with the City to assure them of our
<br />readiness to serve and garner any new relevant information.
<br />We increase the frequency of our planning and operations meetings to ensure that all key management and support
<br />personnel are operationally synchronized for the upcoming season. Several operations management personnel are
<br />designated to regularly track and notify our management team of any imminent threats, though all staff tracks
<br />storm activity. We meet with our primary first responder subcontractors and debrief them on any salient
<br />modifications to our response plans for the upcoming season.

<br />AshBritt tracks all National Hurricane Center Advisories.
<br />If a storm path is aimed near the vicinity of the City of
<br />Sunny Isles Beach is identified, AshBritt will begin
<br />closely monitoring the track and conditions of the storm.
<br />AshBritt's Operations Manager; Ralph Dahlgren, will
<br />contact the City as a precursor to your official alert stage.
<br />We believe it is important to engage communication lines
<br />as soon as possible while notifying our clients that we are
<br />monitoring the status of all impending events. During this
<br />phase we will put out• management, supervisory, support,
<br />reserve personnel, as well as our primary out-of -state and
<br />local first response subcontractors and suppliers on a
<br />preliminary alert status. Our operations staff will review
<br />and satisfy our task preparation lists to ensure all
<br />necessary supplies, equipment, and assets are ready to go.
<br />Additionally, we will secure and ready our mobile
<br />command buses, satellite communication systems, and
<br />other computer and communications equipment for
<br />deployment. We will reserve aircraft to assist the City .
<br />with their requirements and immediate needs damage
<br />assessment.
<br />Upon official alert and notification by the City of an imminent threat (and likely strike), we will amplify our
<br />monitoring and readiness actions. Our operations staff will review the contractual scope of work and any
<br />established planning elements that were derived during the pre - planning and preparation stage. We will put our
<br />management team, support personnel, reserve staff and primary and specialty subcontractors on standby status.
<br />Select management personnel and our first responder subcontractors will be deployed to the pre - designated rally
<br />points, pending further instruction.
<br />AshBritt's Project Manager or higher ranking decision - making designee, such as the Operations Manager, will be
<br />physically present when requested by the City. Upon request, AshBritt will immediately deploy the management
<br />team to the City's Emergency Operations Center (EOC), located at 18070 Collins Avenue, Sunny Isles Beach,
<br />Telephone: 305- 792 -1773, within 48 hours prior of projected hurricane landfall based on the receipt of a Notice
<br />to Proceed and Task Order, to begin planning for the operations and mobilizing the personnel and equipment as
<br />necessary to perform the work. AshBritt duties will include, but are not limited to: assisting in the impact
<br />assessment and required resources, assessing damage, coordinating helicopter survey, preparing for first push,
<br />ordering and staging equipment and supplies, coordinating the opening of TDSRSs, and assisting in coordinating
<br />the action plan to be operational in the first twenty -four (24) hours.
