RESPONSE TO THE CITY OF SUNNY ISLES BEACH, FL <br />INVITATION TO BID NO. 14 -06-02 E >>1ERGENn, DEBRIS CLEARING AND REMOVAL OPERATIONS <br />w — - -� <br />Phase 4 — Strike, Mobilization, Assessment, and Clearance <br />Following the impact of a debris- generating disaster, AshBritt will <br />immediately deploy additional management personnel to engage <br />with the City. Preliminary courses of action and coordination will <br />be addressed at this time if they have not been completed already. <br />This will act as the cue to proceed with our pre - established response <br />and mobilization plan. Many of the critical actions here will <br />proceed concurrently. We will implement our communications <br />plan as appropriate. If required, we will deploy aircraft and vehicles <br />to assist the City with their initial damage assessment. We will also <br />assist the City with vital public information, as needed. <br />As part of this assessment, we will review pre - designated staging <br />W—A ti <br />areas and TDSRSs for continued viability. As staging areas and ^.�a <br />debris sites are assessed and accepted, we will instruct our local <br />OW <br />subcontractors to ramp up preparation and our primary first F Emergency Push <br />responder subcontractors to deploy to the areas for certification by <br />the City's monitoring firm. Additional support and reserve staff will be ordered to begin deployment, as needed. <br />Subcontractors and personnel will be checked -in and put through an orientation. The AshBritt Operations Manager <br />or Project Manager will coordinate with the City regarding emergency routes, federal aid roads, and the existing <br />debris management zones, as well as other special logistical aspects. Upon request, AshBritt will begin mobilizing <br />all the necessary resources to assist with emergency road clearance. <br />AshBritt will work with the City to identify additional critical facilities based on the following priorities and field <br />assessments: <br />13 Support to Search and Rescue and other life - saving resources. <br />C Critical life - sustaining facilities (e.g., hospitals, nursing homes, other). <br />a Additional life- sustaining facilities (e.g., emergency feeding and sheltering sites, Local Distribution <br />Points, other). <br />p Critical community support facilities (e.g., police, fire, EMS, and emergency management sites, other). <br />d Critical infrastructure facilities (e.g., Electrical Utilities, Telecommunication Utilities, other). <br />Longer — term sustaining facilities (e.g., water treatment facilities, wastewater treatment facilities, water <br />pumping stations, other). <br />During our continued assessment, AshBritt project managers and <br />ground crews, if dispatched, will conduct a survey of the affected <br />areas to ensure safe passage during the emergency road clearance <br />phase and upcoming ROW mission. Emphasis on safety during this <br />phase is critical, as there may be downed electrical lines and other <br />hazardous materials released. Due to the fact that there will be many <br />stakeholders involved during this response phase, AshBritt will <br />maintain a strong commitment to coordination, and our personnel <br />and forces will not interfere with the vital recovery efforts of other <br />organizations and agencies. <br />In assisting with emergency road clearance, as coordinated with the <br />TDSRS Site Entrance and Inspection Tower I City, our ground crews will systematically cut, toss, and clear debris <br />from vital travel lanes and critical facilities. Requisite traffic safety <br />control methods and devices will be employed throughout this phase. All pertinent safety equipment will be <br />supplied and required of ground crews and field personnel. We will work closely with the City to facilitate <br />documentation of all activities for cost reimbursement during this phase and all future phases.
