CGL Companies | 7 <br />PROJECT <br />APPROACH AND <br />UNDERSTANDING PROJECT UNDERSTANDING <br />The City of Sunny Isles Beach desires a comprehensive needs assessment and site <br />feasibility study for the City’s Police Department operations located at the Government <br />Center at 18070 Collins Avenue. The Center or City Hall is a 4-story, 54,000 square foot <br />facility that houses a variety of services to include a Visitor Center, Post Office, Police <br />Department, Building and Development, Code Compliance, Planning and Zoning, and <br />Information Technology, City Commission, City Management, Human Resources, and <br />Finance. The Police Department occupies the second floor and a portion of the third <br />floor. As a 24/7 operation, the Police Department requires after-hour and controlled <br />access. <br />The site on Collins Avenue includes other vacant and/or formerly leased facilities <br />adjacent to the north and south of the Government Center. The goal of the study is <br />to determine whether building renovation, new construction, leased space, or some <br />combination of the three available tracts of land on the site will be the most efficient <br />and effective solution for existing and future space and operational needs for the Police <br />Department. The City has identified the following services for the study: <br />• Space analysis based on industry standards, policing trends, and the City’s growth <br />• Site and facility evaluations to determine renovation, expansion, or new <br />construction possibilities <br />• Comparison of the life cycle for renovation, adaptive re-use, or new construction <br />• Building costs and site requirements and elements <br />• Development of policing philosophy, department hierarchy and goals, staff and <br />space projections by component, and other information needed for an accurate <br />analysis <br />• Understanding of existing facility’s layout, building codes, and future policing <br />trends and needs <br />• Public and community outreach plan
