SUMMARY OF QUALIFICATIONS
<br />Mr. David brings expertise acquired over many years with both private and public planning organizations.
<br />Having formerly worked with the Miami-Dade County Planning Department and Office of the County
<br />Manager and Miami-Dade Public Schools he specializes in both current and long-range planning and
<br />development issues. He has extensive experience working with local, regional, and state agencies and
<br />is committed to providing government clients with the expertise and assistance needed to achieve
<br />local planning and development goals while meeting regional and state planning requirements. During
<br />his tenure as a consultant Alex had had the privilege of assisting Miami-Dade County and 22 of
<br />the County’s 35 municipal governments in planning and zoning matters, development projects and
<br />specials projects. Alex also has a reputation for building intergovernmental partnerships. He has also
<br />served as the Interim Community Development Director for the Town of Cutler Bay and as Zoning
<br />Administrator for the City of North Miami where he was staff to the Board of Adjustment.
<br />PROJECT EXPERIENCE
<br />Miami-Dade County SMART Plan - Miami Dade County TPO, Project Manager: Alex led the Project
<br />Team that completed the Land Use Scenario and Visioning Planning Study. This area extends from the
<br />Dadeland South Metrorail Station south to Florida City – a distance of approximately 20 miles. This
<br />project included but was not limited to preparing informational materials; conducting planning and
<br />transportation related technical activities; Charrettes; 3D Modeling; and, public outreach to meet the
<br />TPO’s needs. The final result recommended land use policy and regulations changes for the corridor
<br />that addressed the community overall vision, goals, and objectives while supporting the transit in the
<br />South Corridor.
<br />Miami-Dade County Attorney's Office - Miami-Dade County, Land Use Planner / Expert Witness:
<br />Services being performed include preparation for depositions and court appearances.
<br />Florida Department of Transportation - District Six, Land Use Planner / Expert Witness: Services
<br />being performed include expert witness and litigation support services.
<br />Eminent Domain - City of Homestead and Bal Harbour Village: Mr. David evaluated properties
<br />respect to cost, environmental, safety, long range planning and alternative locations.
<br />Florida Power & Light, Planning, Zoning and Expert Witness Services: Currently assisting FPL in
<br />acquiring the necessary approvals for a proposed LNG facility in Homestead.
<br />Indian Creek Village, Village Planner: Mr. David rewrote the Village Comprehensive Plan and Land
<br />Development Regulations; prepares memos relating to planning, zoning, and site plan issues; and has
<br />completed other tasks assigned by the Village Manager.
<br />Comprehensive Plans and Updates: Assisted in authoring Plans and/or subsequent Amendments
<br />and Updates pursuant to state statutes.
<br />Zoning, Land Development and Reviews: As on-call planner Mr. David has assisted in authoring
<br />Codes and Amendments, reviewing large- and small-scale development projects, providing expert
<br />testimony and completing special projects.
<br />City of Hialeah, Planning Services: Mr. David assists as necessary, the City Attorney and Zoning
<br />Official on development reviews and special planning and zoning related tasks.
<br />COMPREHENSIVE PLANNING
<br />Comprehensive Plans and Updates: Assisted in authoring Plans and/or subsequent Amendments and
<br />Updates pursuant to state statutes. Plans, Amendments and Updates have been prepared for: Miami,
<br />Homestead, Cutler Bay, Pinecrest, South Miami, Hialeah, Hialeah Gardens, Doral, Miami Springs,
<br />Opa-Locka, Biscayne Park, North Miami, North Miami Beach, North Bay Village, Indian Creek Village,
<br />Sunny Isles Beach, Aventura, Manalapan, Highland Beach, Lake Park, Tequesta and Royal Palm Beach.
