SUMMARY OF QUALIFICATIONS <br />Mr. Hickey leads the Fort Lauderdale planning office and has over 25 years of planning experience <br />in municipal as well as county government. He has experience in data and analysis, Geographic <br />Information Systems (GIS), comprehensive planning, site development reviews, architectural review, <br />zoning code amendments, comprehensive plan amendments, form-based codes, preparation and <br />creation and implementation of CRA and DRIs regulations., Mr. Hickey works with a number of <br />communities on large-scale projects to provide technical planning expertise on how to allow for <br />development while balancing the needs of the existing community. He also works as the City/Town <br />planner for a number of municipalities. <br />PROJECT EXPERIENCE <br />City of Weston – Development Services Director: Mr. Hickey provides ongoing planning assistance <br />for the City including site plan review and preparation of reports and analysis for the City Commission. <br />Mr. Hickey serves as the City’s appointee on the School Board of Broward County’s Staff Working <br />Group. <br />City of Lighthouse Point - Planning Director: Mr. Hickey is working with the City and a potential <br />developer on the redevelopment of Lighthouse Point Yacht Club which will include establishing a <br />mixed-use development on the existing site. This project includes at comprehensive plan map <br />amendment and text amendments, rezoning of the property, establishment of a new zoning district, <br />site plan review and a developer's agreement. <br />City of Pompano Beach, FL – Project Manager: Mr. Hickey works with the City of Pompano Beach <br />on the review of large-scale Planned Development applications, providing technical review and <br />analysis as well as review of the accompanying site plan applications. Mr. Hickey writes staff reports <br />and present these applications to the Planning and Zoning Board as well as the City Commission. <br />City of Wilton Manors, FL – Planning Consultant: Mr. Hickey along with CGA's Urban Design <br />staff recently completed the City’s Urban Form and Density Report which establishes where and <br />how future redevelopment should occur. Current projects include drafting regulations needed to <br />implement the Form and Density Report rezoning of a diverse mixed-use area, and two land use plan <br />amendments to establish density requirements, increase density and expand the City's mixed use <br />land use districts. <br />Town of Hillsboro Beach, FL – Town Planner: Mr Hickey provides planning services to the Town and <br />is assisting the Town with large scale projects including a hotel and a potential high-rise residential <br />building. <br />City of Margate, FL - City Consultant: Mr. Hickey is currently working with the City on an update to <br />substantial portions of the City's Code. The City has not completed a thorough review of the Code in <br />over 30 years and the proposed changes will provide a modern unified land development code which <br />is clear, concise and easily understood by city residents. <br />City of Coral Springs - Assistant Director of Development Services: Mr. Hickey was the City's <br />Planning Director for several years with a total of 11 years at the City overseeing all land development <br />approvals, presenting all necessary applications to the Planning and Zoning Board and City <br />Commission and directing a staff of fifteen with an annual budget of $2M. Also assisted with the <br />installation of TRAKIT software for Building, Code and Planning. <br /> <br />James P.
