STANDARD FORM 330 (REV. 8/2016) - SF330 SilviA vARgAS
Urban Form and Density Study
Wilton Manors, Florida
Silvia designed the public engagement strategy for this CGA study, which examined Wilton Manors for the potential to accommodate
additional density in select parts of the City with appropriate form recommendations to maintain compatibility and protect existing single-
family residential neighborhoods. Silvia designed the key interactive event which included a combination of high-tech instant polling
exercises and low-tech input interactions. Cost: $52,000 (overall) Role: Public Engagement Coordinator
Planit Pompano!
Pompano Beach, FL
Silvia designed and executed the public engagement strategy for the City of Pompano Beach’s recent Comprehensive Plan Update. This
task included developing the project branding, writing or editing articles and press releases, directing the development and maintenance
of a project website, designing the content, format, outreach and materials associated with, as well as the facilitation of, two rounds
of public workshops. In this effort, Silvia worked closely with staff in the City’s Planning and Public Relations Departments. Particular
attention was paid in this process to including underrepresented sectors of the community. Cost: $110,000 (overall) Role: Public
Engagement Manager
land Use Plan, Major Street Plan and Ordinance Update
City of Mobile, Alabama
In 2015, the City of Mobile completed “Map for Mobile: Framework for Growth.” This plan suggests that the City’s Zoning Ordinance
and associated documents must be revised or replaced to create the development policies and regulations necessary to implement the
vision identified during the planning process. Silvia assisted Mobile in updating the City’s Future Land Use Map and the Major Street
Plan, which provides guidance for right-of-way dedication during subdivision and rezoning approval processes. Neither document had
been replaced in almost 50 years, and had only be amended in piece-meal fashion. Silvia worked with the consultant team to design new
or revise existing zoning districts and development regulations, consistent with the new FLUM and MSP. Role: Professional in Charge/
Facilitator Cost: $32,000
2017 N/A
Planlafayette Small Area Plans
Lafayette, Louisiana
Concurrent with the preparation of a new parish-wide comprehensive plan, and working with three distinct steering committees, Silvia
led the creation of three small area plans which provided a template for planning in urban, suburban and rural parts of Lafayette Parish.
The plans were based on public input gathered during design charrettes conducted with stakeholders from each small area. Each
plan includes urban design principles, proposed land use, connectivity opportunities, mobility improvements, open space plans, and a
proposed street section. Cost: $49,000 Role: Project Manager/Planner/ Facilitator
2014 N/A
Transit-Oriented Development District (TODD)
South Miami, Florida
Silvia developed the land development regulations and rezoning analysis to create a new zoning subdistrict that increased flexibility
for redevelopment in the TODD. Silvia also prepared a FLUM amendment that expands the boundary of the current TODD. The new
regulations require the inclusion of affordable and workforce housing for the first time in the City; reduce parking requirements and
impose maximums; and require green building features for new development. Cost: $32,000 (overall) Role: Project Manager
