The City’s Comprehensive Plan and Land
Development Code are out of date relative to current best practices and laws. The
City’s Comprehensive Plan had not received a full review and update in over 20
years, while the City’s Land Development Code has been amended in a piecemeal
manner numerous times in recent years.
The new Comprehensive Plan incorporates sustainability throughout all elements,
promotes environmentally-aware and strong adaptive approaches that consider the
impacts of potential sea level rise on land use, transportation, infrastructure, housing
(including affordable housing and infill development) conservation, recreation and
open space, capital improvements and intergovernmental coordination.
The focus of the Land Development Code rewrite is to protect the character and
integrity of single family neighborhoods, create a quality urban environment, and
streamline the development permitting process. The new code will provide tools that
promote the creation of high-quality public spaces, defined by a variety of building
types and mixed- uses including housing, retail, office, and industrial space.
The new code which is in progress, will incorporate a regulating plan, building form
standards, street standards (plan and section), use regulations, descriptive building
or lot types, and other elements needed to implement the principles of functional and
vital urbanism and practical management of growth.
In addition to these efforts, CGA has been working with the City on special regulatory
projects, such as the update of its Transit-Oriented Development District and the
creation of a new housing land use category to promote “missing middle” housing.
X
X
77
