The City’s Comprehensive Plan and Land <br />Development Code are out of date relative to current best practices and laws. The <br />City’s Comprehensive Plan had not received a full review and update in over 20 <br />years, while the City’s Land Development Code has been amended in a piecemeal <br />manner numerous times in recent years. <br />The new Comprehensive Plan incorporates sustainability throughout all elements, <br />promotes environmentally-aware and strong adaptive approaches that consider the <br />impacts of potential sea level rise on land use, transportation, infrastructure, housing <br />(including affordable housing and infill development) conservation, recreation and <br />open space, capital improvements and intergovernmental coordination. <br />The focus of the Land Development Code rewrite is to protect the character and <br />integrity of single family neighborhoods, create a quality urban environment, and <br />streamline the development permitting process. The new code will provide tools that <br />promote the creation of high-quality public spaces, defined by a variety of building <br />types and mixed- uses including housing, retail, office, and industrial space. <br />The new code which is in progress, will incorporate a regulating plan, building form <br />standards, street standards (plan and section), use regulations, descriptive building <br />or lot types, and other elements needed to implement the principles of functional and <br />vital urbanism and practical management of growth. <br />In addition to these efforts, CGA has been working with the City on special regulatory <br />projects, such as the update of its Transit-Oriented Development District and the <br />creation of a new housing land use category to promote “missing middle” housing. <br />X <br />X <br />77
