Comment: With the proposed modifications, the increase of floor area <br />ratio square footage for the project, La Playa Beach, is still consistent with <br />the maximum requirements for density and intensity in the Mixed -Use High <br />Density Resort Future Land Use District. <br />Transportation Element <br />Objective 3 <br />The City shall improve the safety, and efficiency of the City's roadway system through <br />transportation system management (TSM) techniques, including access management <br />(Policies 3A -D), improved intersection operations (Policy 3E), traffic calming along <br />residential streets (Policy 3F), mitigation by developers (Policy 3G), accident analysis <br />(Policy 3H, 31), and maintaining visibility for pedestrians, vehicles, and cyclists (Policy <br />3J). <br />Policy 3B. The City shall protect the safety of motorists, bicyclists, and pedestrians <br />along Collins Avenue, Sunny Isles Boulevard, and the Lehman Causeway <br />by controlling the connections and access points of driveways and roads <br />to driveways, as prescribed by the Florida Department of Transportation or <br />the through the City's Development Review Process. <br />Policy 3C. In conjunction with the Florida Department of Transportation, the City shall <br />develop and implement access management strategies on Collins Avenue, <br />and Sunny Isles Boulevard to improve traffic operations and safety. <br />Policy 3D. When reviewing development proposals, the City shall provide for minimal <br />negative impacts associated with access point locations and provided for <br />safe and efficient on-site traffic circulation and parking. <br />a) The City shall continue to develop and enforce improved roadway and <br />parking lot designs, including minimum access spacing criteria, cross <br />access easement requirements or other access controls, through <br />local engineering and development review procedures. <br />b) Establish land development regulations that address controlled <br />access to adjacent traffic circulation facilities, the provision of <br />adequate on-site traffic circulation and off-street parking relative to <br />existing and planned commercial development. <br />Policy 3E. In conjunction with the County and FDOT, the City's existing intersections <br />will be analyzed to determine if any modifications or improvements are <br />warranted to improve either safety or circulation. <br />Policy 3G. To ensure that development will take into consideration the character and <br />integrity of residential neighborhoods, the Development Review Process shall <br />address traffic improvements or modifications either on-site or within public <br />rights-of-way, including, but not limited to, roadway adjustments, traffic control <br />devices or mechanisms and access restrictions to control on-site traffic flow <br />or divert traffic as needed to mitigate the negative impacts of development <br />PZ2021-22 <br />68 <br />
