RESOLUTION NO. 2022 - 3q <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES <br />BEACH, FLORIDA, APPROVING THE DONATION OF SURPLUS CITY EQUIPMENT <br />AND SUPPLIES TO THE NON-PROFIT ORGANIZATION, FOUNDATION FOR <br />HUMAN RIGHTS IN CUBA, IN SUPPORT OF THE EMBATTLED PEOPLE OF <br />UKRAINE AS A RESULT OF THE RUSSIAN INVASION; PROVIDING FOR <br />IMPLEMENTATION; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS <br />NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE <br />DATE. <br />WHEREAS, the City of Sunny Isles Beach (the "City") regularly dispossesses itself of police <br />equipment and other supplies that reach end -of -life or end of usefulness, are replaced with <br />modern or better suited equipment and supplies, and/or become too costly or inefficient to <br />maintain ("Surplus Equipment and Supplies"); and <br />WHEREAS, Surplus Equipment and Supplies are typically sold at public auction for <br />minimal value given that the Surplus Equipment and Supplies are sold in "as is" condition; and <br />WHEREAS, the Foundation for Human Rights in Cuba, Inc. ("FHRC"), a Florida not for <br />profit corporation, has initiated a "Florida -Ukraine Crusade" with the stated purpose of <br />providing support to the embattled people of Ukraine as a result of the Russian invasion, by <br />obtaining donations of obsolete or surplus equipment and property from the State of Florida, <br />Congressional Districts, counties, and cities, and providing said equipment to Ukrainian civilians; <br />and <br />WHEREAS, FHRC is seeking any and all available surplus equipment and supplies that the <br />State of Florida and units of local government are willing to donate, as more particularly set <br />forth in Exhibit "A"; and <br />WHEREAS, on March 15, 2022, the City Commission adopted Resolution 2022-3310, <br />expressing support for the leaders and people of Ukraine as they defended against Russia's <br />aggression and attack on their sovereign nation; and <br />WHEREAS, the City has a significant population from Eastern Europe, including from <br />Ukraine, and has become a haven for Ukrainians fleeing war; and <br />WHEREAS, the City Commission believes that to the extent that such equipment and <br />supplies are available, donating Surplus Equipment and Supplies to FHRC will be in the best <br />interests of the City. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA, AS FOLLOWS: <br />Section 1.
