(AECOM) is pleased to provide the following scope to the City <br />of Sunny Isles Beach for completion of a Cultural and Community Services Master Plan. The <br />approach outlined is based on our nation-wide experience in parks and recreation master <br />planning and design with extensive public involvement. <br />Public engagement has been found to be instrumental in developing successful and <br />implementable Parks and Recreation Master Plans. We have outlined a scope that includes a <br />thoughtful and efficient public engagement process by using our expertise and experience in <br />similar projects. <br />Through our extensive experience, we have found that organizing the scope of work for a <br />Master Plan update into five parts or phases is a concise and effective way to stay on schedule <br />and reach consensus. The following scope includes our typical approach which meets CAPRA <br />accreditation requirements and allows a "feedback loop" for review, comments, and revisions at <br />the end of each phase. Each phase concludes with an interim product, which ultimately forms <br />the updated Master Plan. These five phases are: <br />Part 1 — Existing Conditions Analysis <br />Part 2 — Needs and Priorities Assessment <br />Part 3 — Long -Range Vision <br />Part 4 — Implementation Plan <br />Part 5 — Cultural and Community Services Master Plan Report <br />Scope of Work: <br />Part I — Existing Conditions Analysis <br />1.1 Public Engagement Plan — AECOM will prepare a comprehensive draft Project Public <br />Engagement Plan (PEP) for the City's review prior to the project kickoff to align engagement <br />techniques with the project schedule and staffing needs. Following the kickoff meeting, <br />AECOM will update the PEP to reflect full City staff comments for goals and techniques. The <br />City shall provide one consolidated set of written comments on the PEP within one week of <br />the kickoff meeting. AECOM will address the comments within one revision of the PEP to <br />provide the Final PEP. The PEP shall detail the following: <br />• Communications goals and areas of innovation; <br />• Communications methods; <br />• Measurable objectives; <br />• Strategies and tactics; <br />
