His experience, <br />ranging from project inception to construction, includes field investigations, <br />structural design, inspections, feasibility studies, cost estimates, <br />comprehensive coastal engineering analyses, numerical modeling, <br />structural design, construction drawings, technical specifications, and <br />construction management. He has also conducted beach nourishment <br />projects throughout Miami-Dade County and developed numerical models <br />for coastal processes and floodplain modification studies. <br />RELEVANT PROJECT EXPERIENCE <br />NDWWTP Groundwater Evaluation, Miami, Florida. An evaluation of the <br />effects of sea level rise on groundwater levels was conducted for the North <br />District Wastewater Treatment Plant (NDWWTP) and recommendations <br />were provided relative to the location of future infrastructure at the <br />wastewater treatment plant. The analysis was based on existing studies <br />for Miami and other relevant coastal areas. <br />Coastal Towers Waterfront Shoreline Stabilization and Marina, Sunny <br />Isles Beach, Florida. Shoreline stabilization design for approximately <br />1,500 linear feet of failed seawall and creation of a new 33-slip timber <br />marina. The failed segments were replaced with a rock revetment, thereby <br />significantly reducing cost to the owner of the project. The structural <br />design of the timber marina was optimized to reduce the previous marina <br />footprint and material costs. <br />Brickell Key Island Coastal Resiliency Study, Brickell Key Island, <br />Florida. Site inspection to identify vulnerable areas, including the <br />perimeter of the entire Brickell Key Island. Analyses of sea level rise and <br />extreme tide events were conducted to understand water level design <br />conditions. The potential for increased storm impacts was assessed. <br />Recommendations for long term planning was provided along with <br />mitigation options. Construction documents and environmental permitting <br />was conducted for the design. The design focused on adapting existing <br />infrastructure to provide a cost-effective solution. <br />Crandon Park Sea Level Rise Flood Mitigation Study, Virginia Key, <br />Florida. Assisted in preparing a Sea Level Rise Flood Mitigation Study <br />to analyze the impacts of sea level rise on the park’s infrastructure and <br />operations, as well as develop flood mitigation concepts for planning <br />and budgeting. Compiled existing survey data within the Park and <br />LiDAR data for the area to prepare a general topographic map for the <br />Park; assessed the condition of existing infrastructure to understand <br />conditions, remaining service life and adaption feasibility relative to sea <br />level rise; performed an assessment of the environmental conditions on <br />site to generally understand and document current conditions, as it would <br />relate to environmental permitting; conducted an engineering analysis to <br />provide extreme tide water levels; developed flood mitigation concepts <br />and preliminary cost estimates. <br />LEONARD BARRERA, PE, WEDG, ENV SP <br />Senior Coastal Engineer <br />37RFQ No. 22-06-01
