She applies this project management <br />experience to ensure timeliness and accuracy of deliverables for projects <br />being managed. Penny can quickly evaluate complex scientific information <br />and communicate it to lay leaders for decision-making purposes. She has <br />a proven track record negotiating complex technical issues, particularly <br />regarding aquatic and coastal ecosystems. The first half of Penny’s <br />career was in the public sector administering federal, state, and county <br />environmental regulatory programs. This government expertise has been <br />paramount to her success in the more recent half of her career assisting <br />public and private clients in the private sector. <br />RELEVANT PROJECT EXPERIENCE <br />Las Olas Marina Redevelopment, Ft. Lauderdale, Florida. Managing the <br />environmental permitting process for the Las Olas Marina Redevelopment <br />Project. This project involves an expansion of the existing marina through <br />reclamation of previously filled tidal waters, renovating the marina layout <br />to accommodate megayacht vessels, and new dredging. Conducted the <br />benthic survey in accordance with National Marine Fisheries Service <br />guidelines for sampling Johnson’s seagrass. Environmental permits <br />are being processed through Broward County, the Florida Department <br />of Environmental Protection, and the US Army Corps of Engineers. <br />Additionally, an expanded sovereign submerged lands lease and a private <br />easement are being secured to authorize the expanded marina footprint <br />and areas needed for navigational ingress and egress. <br />Anguilla Island Marina Feasibility, Anguilla. An island-wide megayacht <br />marina Master Plan and Feasibility Study was prepared for five alternate <br />sites around the Island of Anguilla. Managed the environmental aspects of <br />the feasibility study, conducted the biological assessments, and managed <br />document compilation. Conducted reconnaissance level assessments of <br />each of the five sites being considered for siting the megayacht marina <br />and evaluated each based on existing site conditions, such as geography, <br />coastal processes, environmental concerns, property ownership, property <br />availability, existing infrastructure, proximity to amenities, and ability <br />to augment tourism on the island. The Feasibility Study and Master <br />Plan presented conceptual designs with associated opportunities and <br />challenges. <br />Islamorada Fish Company Maintenance Dredging and Bass Pro <br />Shops Resiliency Upgrades, Islamorada, Florida. Many slips within the <br />Bass Pro Shops Marina basin were silted in and emergent at low tide. <br />Conducted a benthic survey delineating the limits of ecological resources <br />including seagrasses and mangroves. Environmental permits were <br />secured authorizing maintenance dredging in this ecologically sensitive <br />area within the Florida Keys National Marine Sanctuary (FKNMS). The <br />Islamorada Fish Company was suffering from deferred maintenance and <br />increased frequency of king tides, with the commercial dock unsafe and <br />the dining area being partially submerged several times a year. <br />PENNY CUTT <br />Senior Environmental Permitting and Marine Resources <br />38RFQ No. 22-06-01
