PHASE 05: COST CONTROL AND COST ESTIMATES <br />Two factors weigh into a successful overall project cost control initiative: controlling the cost of the <br />construction by providing efficient and practical designs (“value engineering”) and controlling the cost <br />of the design effort itself. KEITH takes responsibility for both factors on every project for every client. <br />At KEITH, we undertake design estimates, constructability reviews and schedule analysis as the project <br />evolves through the various phases of design. At each phase of design benchmark, we evaluate potential <br />errors, omissions, and document coordination problems that may impact cost and time after contract <br />award and bring these to the attention of the project team. We can evaluate alternatives and recommend <br />substitute methods or materials based on their relative economy and life cycle. Our efforts are designed <br />and focused to identify and make recommendations on cost issues and risks as early as possible to <br />address and mitigate these prior to the start of construction. <br />KEITH has a reputation of working within the budgets set and negotiated to perform design and <br />construction services of this nature. We look to build long lasting partnerships with our clients and <br />have found the best business practices to be reliable and accountable. KEITH recently completed the <br />re-analysis of the Northern, Western and Ravenswood Drainage System Study for Broward County <br />Aviation Department (BCAD). Our value engineering practices provided Broward County a reduction in <br />anticipated comparable cost which equated to a projected savings differential estimated at $6.5 million <br />from the initial study and recommendation provided by a previous drainage consultant. <br />On many previous projects, KEITH has managed our team in an efficient manner resulting in residual <br />contract dollars being reconciled and reassigned for additional projects. Design team addendums are <br />only requested in association with a significant scope change or significant unforeseen conditions. <br />The general intention of this contract is to be available to the City of Sunny Isles Beach as a consultant <br />that functions as an extension of its own skilled professionals. KEITH will continue to provide a multi- <br />disciplinary resource pool of qualified professionals as we have for years. This team will be expected to <br />provide quality and time-and-budget-responsive support to the City for specialized general services, as <br />identified in the City’s Request for Qualifications. This support may be in the form of defined technical <br />tasks, which are alternatively performed in the office of the consultant team or as needed in the City’s <br />offices, side-by-side with its professional and technical staff. <br />PHASE 06: WE KNOW AGENCY STAFF, STANDARDS, AND PROCEDURES <br />The KEITH Team has performed a magnitude of work for the state, county and local municipalities within <br />Southeast Florida, including the City of Sunny Isles Beach. Our experience has resulted in a thorough <br />knowledge of the standards, and how to apply them with a practical and common-sense approach to <br />solving problems. We believe that building relationships is what it takes to truly understand the concerns <br />of the agencies and address them in a professional manner that is personal to the Agency. <br />We take pride in building those long-lasting relationships and acting as an extension of our clients’ staff. <br />PHASE 07: SITE ANALYSIS AND DESIGN OPPORTUNITIES <br />The KEITH Team believes that a thorough due diligence and site analysis is a critical starting point for <br />each project. Through a combination of site visits and field review, research and analysis of available <br />data, and communication with City staff, we achieve a clear understanding of the context and influences <br />on the project site prior to moving into the design phases of work. Items identified and studied during <br />this phase of work may include, but are not limited to: <br />57RFQ No. 22-06-01
