Effectively controlling design costs involves a thorough <br />understanding of the project scope of services. Often during the design phase, requests are made by project reviewers and other <br />involved parties that may encompass project expansion to account for unanticipated improvements. Although making the necessary <br />changes from the design perspective may be minor, there could be significant impacts on construction costs. We know that managing <br />scope creep is the most effective way to control the project design costs. <br />Although monitoring scope creep does have an impact on reducing construction costs, we also closely monitor this at each phase <br />submittal and any time significant changes may influence overall construction costs. We understand that most capital improvement <br />programs are budgeted very carefully to ensure that revenues balance expenditures, and project costs that exceed available budgets <br />could jeopardize the project moving forward. Knowing how important maintaining project costs is, we prepare detailed construction <br />cost estimates at each submittal phase and monitor this throughout project duration, keeping our clients apprised of significant cost <br />fluctuations. Controlling project construction costs is a critical component for a successful project. <br />ABILITY TO MEET SCHEDULING AND BUDGET REQUIREMENTS <br />Our first step in schedule and budget control is to understand the City’s vision for a project and then develop a realistic schedule to <br />make that vision a reality. This step requires immediate and clear communication and is a critical step in partnering for a successful <br />project. We will define the project requirements, understand potential obstacles to success, identify potential opportunities to achieve <br />more within the same project, and create a project work plan that allows us to accomplish project goals efficiently. <br />Prior to beginning work on a project, we will prepare a detailed project schedule and monitor it against actual project milestone <br />completion dates. Project schedules are evaluated at different frequencies depending on the magnitude of the project, and updates <br />can also be sent in simple PDF formats for ease of access by all parties throughout the life of a project. Paramount to the success <br />of any project is a continued partnering throughout the project to adapt as necessary to unforeseen circumstances. We will include <br />critical decision-making points in our work plans so the project team, including the City, can agree upon the best course of action to <br />keep projects on track. We know there will always be unexpected challenges unique to any given project, so it is critical to develop <br />and follow an approach that successfully manages what can be controlled while building in mechanisms for handling the unexpected. <br />In a continuing services contract, the schedule for each work order assignment is often predicated on the City’s specific needs related <br />to other controlling factors. Kimley-Horn has responded to the needs of cities and counties on a variety of efforts and circumstances <br />through our previous continuing services contracts. Our team has the depth and breadth of personnel to help the City of Sunny Isles <br />Beach address both routine and specialized assignments within any time constraints. <br />SCHEDULE CONTROL <br />One of the important schedule control mechanisms for this <br />project will be our team’s previous experiences and lessons <br />learned, as well as their application to this project. Identifying <br />realistic goals, collaborating with City staff, developing a <br />focused action plan that addresses only those items necessary <br />to accomplish the goals, anticipating the implications of <br />decisions made in early phases to future phases, and preparing <br />a mechanism for addressing unexpected challenges are <br />important in establishing schedule control. <br />The first step in controlling schedule is to understand your <br />vision and develop a realistic schedule to make that vision <br />a reality. We have developed a project approach that fosters <br />schedule control mechanisms through incremental phasing and decision-making points in the project.
