RFQ # 22-06-01 <br />City of Sunny Isles Beach Landscape Architectural Services <br />36 <br />LPOC36007.2022 <br />Continuing Services for <br />TASK 5 - BID/NEGOTIATION PHASE SERVICES <br />During this phase, we will assist the City with Pre-Bid Conference, responses to bidder inquiries, preparation of any <br />Addenda, and review and evaluation of bids received and bidder qualifications. <br />TASK 6 - CONSTRUCTION PHASE SERVICES <br />These services will commence upon award of a contract for construction and will conclude upon issuance of a <br />Certificate of Final Completion, City acceptance of the project, and sign-off of all necessary regulatory agencies. <br />Services provided during this phase include on-site progress of the work observations; progress meetings with <br />Contractor and City; review of Contractor’s Construction Schedule, Schedule of Values, materials submittals, shop <br />drawings and pay applications; review of planting bed layouts; review of installed materials; inspection and punch list <br />at Substantial Completion and at Final Completion. In addition, we will provide follow-up after construction is <br />completed, typically in the form of follow-up inspections prior to the expiration of warranties approximately 1 year <br />after completion of the project. Finally, if requested by the City, opinions of probable costs and CSI format written <br />specifications will be developed for each project. <br />QUALITY CONTROL/QUALITY ASSURANCE <br />Quality is a keystone principle of Kimley-Horn. It is one of the key attributes that has enabled us to become one of <br />the leading consulting firms in the country and it is essential to our continuing success. Kimley-Horn’s QA/QC <br />program is based on the philosophy that: <br />• Quality is achieved by adequate planning, coordination, training, supervision, <br />and technical direction; proper definition of the job requirements and <br />procedures; understanding the scope of services; and the use of appropriately <br />skilled personnel performing work functions carefully. <br />• Quality is assured through independent review of work activities by individuals <br />who are not directly responsible for performing the initial efforts. <br />• Quality is controlled by assigning a project quality manager with the <br />responsibility to make sure that review procedures are followed while <br />providing professional services. For this contract, Matthew Wisniewski, PLA <br />will lead Quality Assurance/Quality Control. <br />• Quality is verified through independent reviews by a qualified staff member of <br />the processes, procedures, documentation, supervision, technical direction, <br />and staffing associated with the project development. Project quality is “built <br />in,” not added on. <br />• Quality work is the direct result of careful, properly sequenced, and supervised <br />production, and continuous checking of each work element for completion and <br />correctness by the task leader and project manager. <br />SECURED <br />Through careful <br />quality control of <br />work activities by <br />parties not involved <br />in the initial efforts <br />CONTROLLED <br />By assigning task <br />managers to evaluate <br />all work flow and <br />procedures <br />ACHIEVED <br />Through adequate <br />planning, <br />coordination, <br />supervision and, <br />technical direction <br />VERIFIED <br />Through independent <br />reviews by qualified <br />staff <br />Leading the QA/QC process of this contract, Matthew will conduct QA/QC reviews at the end of each <br />project phase to help ensure that the project deliverable is not only technically correct, but also consistent <br />with the project’s objectives. Matthew will review project deliverables for clarity, accuracy, completeness, <br />and complete scope compliance. Matthew will work with Project Manager George Puig, PLA, ASLA to make <br />sure all client deliverables receive an independent review prior to submittal to the City.
