RFQ # 22-06-01 <br />City of Sunny Isles Beach Landscape Architectural Services <br />35 <br />LPOC36007.2022 <br />Continuing Services for <br />4.3 Project Approach <br />Kimley-Horn understands that a successful design process requires direct input and involvement from the City, as well as effective <br />and constant communication with the City throughout all phases. The daily management effort conducted under this contract will flow <br />through and be directed by the Project Manager, George Puig, PLA, ASLA, who will work with City staff in preparing or obtaining a <br />scope for each work assignment, and then coordinate and assign the appropriate staff to perform each task. George will oversee the <br />performance of the tasks to ensure high quality is maintained without impacting the scope or the schedule and will ensure that the <br />quality control process is completed before the final submittal to the City. <br />In addition, George will communicate with City staff to make sure they are fully aware of the status of each task. Each landscape <br />architectural assignment under this contract will be designed and implemented in accordance with not just the landscape, tree <br />protection, and other regulatory requirements of the City, County, and applicable state and federal agencies, but with a “best practice” <br />approach that emphasizes cost-effective design, ease of contractibility and maintenance, and sustainability. Finally, we will approach <br />each assignment with a keen interest in the community’s expressed desires for the project and will work with stakeholders and City <br />staff to effectively solicit, respond to, and incorporate public input, as appropriate for each project. A sample approach for a Landscape <br />Architectural task order is as follows: <br />TASK 1 - PROJECT INITIATION <br />Upon notification to proceed, the project team will meet with the City staff to review the proposed scope of work, <br />project design objectives, schedule, and budget requirements. We will review available site and background data <br />and will identify, with the City staff, any additional information necessary for the project. We will also visit the project <br />site to become familiar with its context, site character, existing vegetation, and other opportunities and constraints. <br />Finally, we will determine, with the City staff, the preferred methodology for any public input to the design process. <br />TASK 2 - PROGRAM CONFIRMATION AND CONCEPT AND SCHEMATIC DESIGN <br />We will develop drawings and other documents that confirm the required elements of the project design. These <br />deliverables may include a Concept Plan or Schematic Design and a statement of program and budget parameters <br />which will serve as the basis for subsequent design. <br />TASK 3 - PERMITTING PROCESS <br />The KHA team recognizes the importance of expediting the permit approval process. Therefore, our team includes <br />members who can identify regulatory requirements and fast-track the permit process in South Florida. At the initial <br />design stage, it will be appropriate to secure initial review and approvals from the City, as well as from any agencies. <br />We will contact regulatory agencies during the preliminary engineering phase of the project, attend pre-application <br />meetings to elicit agencies’ concerns, permitting constraints, and required approvals/permits for the project. <br />TASK 4 - FINAL DESIGN AND CONSTRUCTION DOCUMENTS <br />This task will include the design phases consistent with AlA standard documents, although these may be modified to <br />fit each project. Design Development may be a discrete subtask or be combined with Contract Documents. During <br />this stage of the project, submittals for City review, comment, and approval will be made at milestone intervals, <br />which typically include Design Development, 50%, 90%, and Final Contract Documents. All submittals will be subject <br />to KHA’s rigorous QA/QC reviews. Upon completion of the contract documents, a final “permit dry run” will be <br />conducted, to address any outstanding permit issues prior to bidding.
