Page 574.2. Qualification of Key Personnel Assigned to Engagement
Request for Qualifications # 22-06-01 Continuing Services for Landscape Architectural Services CCNA

Authority (FTE) and the South Florida
Water Management District (SFWMD),
is included in the project scope. Specific
services for these roadway
improvements entailed providing a
specific purpose survey showing only
above-ground improvements, compiling a
30% conceptual landscape and lighting
plan, and providing 100% construction
documents for irrigation, landscape,
hardscape, lighting and electrical, and an
arborist assessment.

City of Fort Lauderdale Executive
Airport (FXE) Parcels B, C & D
Environmental Services - As a result
of our Environmental Continuing
Services contract with the City of Fort
Lauderdale, Miller Legg is familiar with
airport property that contains related
office space which is leased and operated
by private developments. While the
airfield is the key to the operations, the
drainage analysis and regulatory agencies
will review the larger ownership of Fort
Lauderdale Executive Airport (FXE) for
compliance and analysis. Miller Legg has
been actively involved in the review of
the undeveloped but permitted sites for
Parcels B, C, and D. The knowledge of
these sites is important to understand
that the existing undeveloped conditions
differ from what has been designed and
permitted. Furthermore, our
involvement in review of the permits and
subsequent proposals to potentially
modify or alter the permits, allows us to
know how the drainage characteristics
may be affected. We also actively
monitor pending rule changes from
federal and state agencies, relating to
water quality treatment, that could affect
or modify future development plans as
the drainage or treatment requirements
will be changing. Miller Legg has worked
closely with FXE Airport Management
on the review and development order
conditions and permit restrictions
associated with these undeveloped and
permitted parcels. In addition, our
Certified Arborists have performed tree
inventories.

John Knox Village Campus Wide
Tree Inventory - Miller Legg was
selected by John Knox Village to perform
arborist services and a tree inventory for
the Pompano Beach campus. The tree
inventory and evaluation reflected the
following data to meet the requirements
for City of Pompano Beach: tree species;
common and scientific names; dbh
(diameter at breast height) for dicot
trees; clear trunk, grey wood, or overall
heights for palms; canopy spread, and
general health/ condition/ hazard
determination as evaluated by an ISA
Certified Arborist. Locations of trees
were recorded using a sub meter
differential global positioning satellite
(dGPS).

City of Homestead Biscayne-
Everglades Greenway Trail - Among
the services Miller Legg provided for this
3.2 mile, 12-foot-wide Biscayne
Everglades Greenway shared-use trail
project are landscape architectural,
engineering, surveying and environmental
services including preparation of FDOT-
approved construction documents,
design of regulatory and wayfinding signs,
pavement markings, safe pedestrian push
button crossing and necessary drainage
within the C-103 Canal right-of-way
from East Mowry Drive to SW 137th
Avenue in Homestead. The scope of
services was based upon a 2017 Florida
Shared-use Non-Motorized Trail
Agreement between the City of
Homestead and FDOT. Topographic and
SUE services were delivered. The scope
included engineering design and
permitting services for the shared-use
trail, associated drainage and roadway
pedestrian crossings. The firm also
carried out Preliminary Natural
Resource and Protected Species
Investigations and documents related to
designation of the Project by FDOT as a
Documented Categorical Exclusion.

Lake County ISA Arborist Services
- Miller Legg has been retained by Lake
County since 2016 as its International
Arborist Association (ISA) Certified
Arborist consultant to provide services
including inspections of areas to identify
potential hazards within the County's
right-of-way, evaluation of condition of
specific trees, training to Lake County
staff on topics such as ISA pruning
standards, diseased trees, industry
standards updates, and expert testimony
on behalf of the County during litigation
or claims processes. Tree inventory
includes DBH data collection, canopy
spread and GPS location. The firm is
required to be available for consultation
24 hours a day, 7 days a week and may
be required to perform relevant
emergency arborist services. As part of
our Lake County Arborist Contract
Miller Legg held training sessions for
Public Works staff on proper tree
trimming, utilization of and adherence to
ANSI A300 pruning standards as well as
health and disease observation
techniques. Staff were informed that
proper pruning is based on scientific
principles of plant physiology. Further,
the importance of proper tree trimming
was discussed, in particular with regard
to the very old large Laurel Oak trees
commonly found in Lake County, to
remove damaged, dead or structurally
weak limbs. This concept was
emphasized relative to improving a tree’s
health and reducing the chances of
damage to people or property caused by
falling limbs. Lake County Arborist
Projects have included the following:
1250 Gray Court, Washington Road,
Lake County Administration Building,
Max Hooks Road, and N. Sinclair Avenue
and Sylvan Shores.

Miami Beach South Beach
Boardwalk Dune & Tree Survey
and GIS Mapping - Miller Legg
updated its previous +/- 1100 LF
topographic and Coastal Construction
Control Line (CCCL) survey for a FDEP
Coastal Construction permit. This was
part of the beach boardwalk
improvements design project between
Lummus Park and South Point Drive in
South Beach. The topography included
trees and all above ground
improvements. Beach transects were
established to the Mean Water Line and
CCCL and Erosion Control Lines were
also established. The dune vegetation
survey included herbaceous, shrub and
tree species. Vegetation data was
collected using a sub-meter Trimble GPS
unit. Maps were then created in a GIS
program indicating dominant species
coverage with related percentages. In
addition a tree inventory for coastal tree
species and associated attributes was
conducted by our Certified Arborists
and displayed on digital maps.
