Proper documentation by Consultant as required by FHWA and <br />FEMA is required for all debris removal monitoring operations to ensure reimbursement <br />to the City from the appropriate agency. If necessary, Consultant’s personnel shall possess <br />any certifications or licenses that are required by Federal, State or local law in order to <br />perform such services. <br /> <br />• Consultant’s staffing plan shall include the positions listed below. Consultant may use <br />other positions as necessary and as approved by the City. All such positions and applicable <br />hourly rates, inclusive of any associated costs to provide services, shall be listed in the <br />“Proposal Form” provided herein as Attachment A. <br /> <br />3.2.1. Project Manager – Primary point-of-contact to the city and overall responsible for <br />all Consultant services and personnel. Consultant shall appoint a Project Manager, fluent <br />in English, who will be the City’s primary point of contact and will be responsible for all <br />services and personnel that are provided by the Consultant. The Project Manager shall <br />attend all meetings and briefings designated by the City. Daily meetings will be conducted <br />by the City with the Consultant and the Disaster Debris Collector along with other <br />essential personnel in order to confirm daily debris recovery activities and schedules, <br />address and resolve issues or concerns, and discuss progress of the debris recovery effort. <br /> <br />3.2.2. Field Supervisor – Responsible for scheduling and deploying the loading and <br />tower/site debris monitors and overseeing their daily activities at loading sites and <br />disposal and staging sites. The field supervisor resolves field operational, eligibility, and <br />safety issues, and communicates these issues to the City. <br /> <br />3.2.3. Field Monitor – Responsible for overseeing the DMC’s debris recovery activities and <br />issuing load tickets. <br /> <br />3.2.4. TDMS Monitor /Tower Monitors – Disposal tower/site monitors will be located at <br />the entrance to the TDMS or landfill where the inspection tower is located. They will be <br />responsible for estimating and recording the CY of debris in appropriate location on the <br />lower portion of the load ticket for all incoming debris-hauling vehicles. <br /> <br />3.2.5. Debris Site Security – Unarmed and non-sworn security at TDMSs and Drop-Off <br />Sites during all the hours of operations that the sites are active for debris removal and <br />management, as directed by the City. <br /> <br />3.2.6. GIS Specialist – Responsible for coordinating GIS application with City GIS staff <br />members. <br /> <br />3.2.7. Data Entry – Responsible for tracking, verifying, and entering load tickets into a <br />data-base application, digitizing source documentation. <br />
