Implementing and maintaining a disaster debris management system linking the load <br />ticket and debris management site information, including reconciliation and photographic <br />documentation processes. <br /> <br />Overseeing the entering, tabulating, and organization of collection and disposal data into required <br />formats in compliance with requirements of FEMA, FHWA, and all other applicable federal, state, <br />and local agencies. The Data Manager serves as the City’s representative in meetings with <br />representatives of the Debris Contractor(s), State of Florida, FEMA, or other federal, state, or local <br />agency speaking to data-related issues. Consultant shall retain all such documentation for at least <br />ten (10) years following a disaster or emergency event. <br /> <br />3.8 TRUCK CERTIFICATION <br /> <br />Monitoring firm will establish a team of individuals who will inspect and certify vehicles for hauling <br />storm related debris in accordance with FEMA guidelines. A certification sheet with <br />measurement, photos, and calculations documenting the capacity of the truck is kept for load <br />rating and ticket auditing. Summary books will be kept at each TDSRS/disposal site for quality <br />control. Certifications should also include a methodology to discourage collection contractors <br />from modifying their vehicle after certification, such as identifying unique attributes to the vehicle <br />like sideboards. Photographs of the vehicle and its driver shall be documented. Periodic spot <br />checks and recertification of trucks that were potentially altered after initial certification shall be <br />performed. <br /> <br />3.7 FINANCIAL MANAGEMENT & RECOVERY SERVICES <br />The selected firm will be expected to provide financial management and recovery services to <br />include general post-disaster grant management and administration services. Specific services <br />may include: <br />3.7.1. Damage Assessment: Deployment of a disaster response team to assist with identifying, <br />documenting, and quantifying disaster related damages. <br />3.7.2. Eligibility Consultation: Assessment of damage inventory to determine primary and <br />secondary funding sources for repairs. <br />3.7.3. Project Ranking: Review of damage inventory or mitigation project listing to assign priorities <br />to projects based on urgency and benefit.
