Financial Advisory: Assist clients with marrying local cost share requirements to funding <br />sources. <br />3.7.5. Benefit Cost Analysis: Utilize industry recognized benefit and costing processes to <br />accurately quantify the value of funding projects and initiatives. <br />3.7.7. Feasibility & Effectiveness Studies: Develop studies to demonstrate the practicality of a <br />repair or mitigating project, as well as the sufficiency of protection offered by the project. <br />3.7.8. Site Survey & Legal Description Review: Gather necessary parcel information to confirm <br />that acquisition and relocation projects are carried out legally. <br />3.7.9. Appraisal & Valuation Services: Develop replacement cost and market value assessments <br />to serve as the basis of award for grant applications. <br />3.7.10. Data Management: Implement data management system to ensure that grant related data <br />is gathered and stored in a manner that meets grant application and reporting requirements. <br />3.7.11. Document Management: Implement document management tool to provide web-based, <br />point and click document storage and viewing. <br />3.7.12. Grant Application Development: Compile, assemble and organize required documentation <br />for application to grant program. <br />3.7.13. Contractor Invoice Reconciliation: Reconcile contractor requests for payment with <br />substantiating field documents and grant funding sources. <br />3.7.14. Compliance Reporting: Compile, assemble and organize statistics, project progress and <br />metrics. <br />3.7.15. Project Scoping: Develop scopes of work that achieve grant recipient objectives while <br />satisfying funding and regulatory requirements of federal, state and local agencies. <br />3.7.16. Insurance Adjusting/Subrogation: Gather and review insurance policies, claims and <br />settlements in order to ensure non-duplication of benefit on an insured loss. <br />3.7.17. Eligibility Appeals: During instances of funding de-obligations, drafting of compelling <br />appeals for funding deficiencies. <br />3.7.18. Grant Closeout/Reporting: Provide final reconciliation of expenditures to grant funding <br />applications and award documents. <br />3.7.19. Report Preparation: Prepare appropriate reports for submission to FEMA and/or other <br />federal and state agencies for reimbursement <br /> <br />3.7.20. Reimbursement Consulting: Instruct the City on the requirements in order to obtain FEMA <br />and/or other federal and state agency reimbursements
